RUSSIA plans to trim its armed forces by more than 10 per cent by 2012, with radical cuts among the officer ranks.
The defence minister, Anatoly Serdyukov, said the military, which has struggled to improve its efficiency, would be modernised and reduced from 1.13 million people to 1 million in 2012.
