IRELAND plans to impose tough new penalties on beggars for the first time since the 1845 Potato Famine.
Justice minister Dermot Ahern said a maximum 700 fine or a month in prison is necessary because of the growth of professional begging gangs who harass pedestrians. Children often are involved.

The did an interview of a guy here in the US that said he made close to 6 figures a year from begging. Said it was the easiest job he ever had.

It's about time some country took the initiative. Then again, I think Scotland has become too complacent. (From what I hear)
