I'd say that those are important first steps.
I just can just imagine some of the people I know on this type of open bar-there'd be darned little profit made no matter the "prix fixe".

What age is a minor in France? When I was there on a school trip 25 years ago (:-o!) you could buy a beer in a cafe at the age of 14.

France gets tough on alcohol

Is that because, like neds, they are a bit soft without it?

The legal age to buy a beer in a cafe or bar in Marseille is 16 yo. If the bar tender allows someone under 18 yo to get drunk in his bar, then that's illegal, can be arrested and have his licence revoked.

However, a 10 yo kid can go into a shop and do his Mothers shopping which may include a bottle of wine and that's legal!!

Michael.

We'll see about this.

The French don't take kindly to stupid restrictions---especially imported British stupid restrictions.
