COMPLAINTS about rubbish piling up in the streets and fly-tipping have shot up in the wake of the council introducing charges for special uplifts.
The number of calls to the Capital's street cleaning services has risen by 47 per cent over the last year to almost 200 a month.

The council also recorded a big jump in complaints about rubbish being dumped next to wheelie bins, rising more than s
ix-fold from 353 in 2004 to 2371 last year.

The increase has been put down to the council's controversial decision to introduce a special uplift charge last year, although it has pointed to independently-verified street cleanliness scores which show an improvement year-on-year in the city since 2001.

Meadows and Morningside councillor Mark McInnes said: "People are telling me there has been a big rise in fly-tipping, both next to bins and other areas, and it is a real problem.

"From the correspondence I get, there certainly seems to be a slow response to these calls and I think some people will have had to phone two or threes times.

"I am very concerned at the trend and a part of that is definitely issues with the 'special uplift' policy. A lot of people are simply not aware the first uplift is free so just dump it on the streets."

The latest Keep Scotland Beautiful's Cleanliness Index Monitoring System (CIMS) gave Edinburgh a score of 69 out of 100 in June, three points down on the previous quarter.

Leith, Sighthill and Gorgie have the biggest litter problems, according to the survey, while Colinton/Fairmilehead had the cleanest streets, with a mark of 83.

Councillor Gordon Munro, who has long campaigned about the problems with litter in his Leith ward, said: "I think we have a real problem with litter in certain parts of the city.

"The last cleanliness stats showed the city is down on where it should be. I think we need to go back to the old system where there was the barrow rounds in Leith where I think there is a lot more reassurances that the job is being done properly."

The number of calls to the council's rubbish line dropped from 1822 in 2005/06 to 1590 in 2006/07, but jumped to 2351 last year.

Council workers dealt with 9387 fly-tipping incidents last year – up from 6659 in 2004.

Officials were unable to provide details on the number of requests made for special uplifts since the charges were introduced.

A council spokeswoman said: "These figures are made up of a number of calls we receive, therefore they could include anything from someone reporting fly-tipping to an actual complaint about street cleanliness.

"A legitimate measure of street cleanliness is the independently assessed CIMS scores, which for the last seven years has shown an improvement year-on-year.

"We are aware of some problem areas and extra money was allocated to street cleaning in an effort to make improvements."

Yet again, the Law of Unintended Consequences rears up to bite our Idiot cooncillors on their well-padded backsides! And they never see it coming.

There is no discussion that Edinburgh has been and still it is a dirty, dirty city, be it small litter littering the floor or big fly-tipping besides the wheelie-bins. I for once I would appreciate some of my tax money invested in more social education and more cleaners...

I don't understand how the council couldn't come up with figures on how many people phoned for an uplift. When you phone they can tell you what date it will be uplifted so I presume they have a diary? I have to agree with Thomas #2 what exactly did they expect? West Lothian have a policy of 3 uplifts a year which I think is reasonable.

#4 agree - 3 uplifts would solve problem for most households.

I think charging at the moment is to pay for wages of binmen who sleep in their cabs rather than work!

Pass along Walter Scott Avenue shops and see them. It's not just a t-break either. Even at weekends!

The city centre is usually quite clean, but elsewhere is generally filthy. There is more and more fly-tipping going on (builders using communal street bins to sump their trade waste); unwanted furniture dumped on the pavements, and general littering. The Leith Walk area and the streets off it are particularly bad. If anyone from the Council is reading this - get something done to clean it up before I contact Mark Lazarowitz again! God knows why we bother paying council tax.

The council run a free uplift van for many areas of the city,calders,magdalene,northfield and all high rise flats have storage areas where bulky items are picked up free by the council every week,so just phone up the council and find out where to dump your items and get a free uplift 52 weeks of the year!

#7 - it not free on south side of city! You get one free uplift per year then you pay.

#6 can understand Leith walk and Clerk Street is like that too. I think it is the type of people who have come to live in Edinburgh who don't help matters. Corner shops for example

The letter is terrible in some areas. What I dont understand is why aren't the long term unemployed picking up litter for benefits, non-violent prison offenders also should be out cleaning up things. Might do them the world of good to actually have a job.

Good points, I agree with you both.

However, one of the 'litter' problems which bugs me are the Qucik Food/Carry Out businesses who dump their food waste in the communal wheelie bins. We see staff from one or two such businesses crossing a very busy main road to dump stuff (in our bins) late at night when they think no one is looking.

Complain to the Council and not a lot gets done. It is really annoying when you go down to dump stuff and the bin is full to the top with of old curry, etc. Bound to encourage rats, mice, etc I would think.

The streets off Gorgie Road, Orwell,Smithfield, are the same as off Leith Walk.
Piled high with old suites and beds, etc and then there's that other pile o' rubbish to be seen every other saturday just west of Gorgie Road....!!!

you can thank pinnacle consultants for the service charge. they sold that one to the council hirarchy. telling them they would make loads of money. against the advice of everybody who works there. but would you belive it no one would listen. as they prefer to listen to someone who charges 3 millon quid for giveing out this brilliant advice. LONG LIVE pinnacle the gravey train is still alive and kicking in edinburgh. oh and by the way they also control the complaints that people make. it just gets better and better dont it.

I don't know where you get the idea that "normal" countries empty bins at night. Your evidence for this is what?

Regarding emptying bins at night I'm sure if the Council started doing this they would be flooded with noise complaints.

Do people like you actually think before you post this nonsense?

Evidence is watching it happening. And it doesn't have to be midnight - how about 8pm - or even 11am or 3pm - any time exept feckin ten to nine in the morning!!!!!
