THE Independent Police Complaints Commission (IPCC) is to examine how police dealt with a vulnerable man hounded by gangs of youths for years.
David Askew, 64, collapsed and died outside his home in Greater Manchester after his family reported a disturbance on 10 March. Officials will study how police handled the complaints of antisocial behaviour.
