Army man takes over as Scottish prisons chief

AN ARMY brigadier has been appointed chief inspector of prisons, it was announced today.
Brigadier Hughie Monro will take over from former churchman Dr Andrew McLellan next week for four years.

The brigadier served in Baghdad during 2006 and 2007 where he helped train and equip the Iraqi army and police, as deputy commanding general o
f the Multinational Security Transition Command-Iraq.

"I am extremely honoured to have been appointed," he said today.

"Dr Andrew McLellan and his excellent team have given a great lead and set high standards of inspection and reporting over the past seven years. I will try to maintain this fine example.

"I am looking forward to the challenge of providing independent assurance that Scotland's prisons meet the international standards for humane treatment of prisoners."

Dr McLellan published his final annual report earlier this week, in which he criticised the lack of places on treatment programmes for sex offenders prior to their release.

He has been a consistent critic of overcrowding in jails.

Brigadier Monro, who was in the Army for 36 years, was commissioned into the Queen's Own Highlanders in 1972 and retired last year.

Justice Secretary Kenny MacAskill said: "Brigadier Monro has served his country with distinction for many years.

"I have no doubt that he is more than capable of taking on the challenging role of Her Majesty's Chief Inspector of Prisons."

Some military disciple might help solve the problem of criminality that seems to thrive in our prisons. If overcrowding is the problem, why is it that submariners are not all criminals? More disciple and hard graft from inmates is part of the solution.

Remember Hughie Munro as a young subaltern, from Gordonville Road, Inverness, circa 1974-1976 period.
Great to see that leaders are beginning to be given jobs where they are needed.Much more preferable than over qualified "managers",with damn all experience in the real world and not an ounce of common sense.Good luck.

The guys reporting on the SPS not running it!

OK Shuggie here's a quick brief. During one of his most impassioned speeches Andrew spoke of "his quest to see children (15yr olds) not sent to prison"

One of his predecessors (a very old man) stood up and explained that as chief inspector in his day he had attempted to do exactly the same......As we still see "child torags” coming to prison it would suggest they failed. Mr McLellan also paraded his view that "prison officers should call prisoners by their first names" What arrogance to think he can tell intelligent adults what to call one another. A fool with no credibility, good riddance to him.

My message is take a leaf from Clive Fairweather say what you believe but know your subject matter give the inspector’s role some credibility back. We are not impressed by "Royal Warrant" but by understanding the real issues.

Hello - Excuse me !!!

Is this not the back-stabbing Colonel who voted to disband/merge his Scottish Regiment - he is credited with organising a timely clean-up of Foot and Mouth - perhaps he should stick to agriculture and leave the prison service to a better person who is capable of standing his ground.

This spineless worm betrayed the Highlanders and the rest of the Scottish Regiments.

As for the SNP - they will never see my vote again.

Two almost identical stories on the same topic.Thanks for that Hootsmon! Thought you had censored me quietly ;-) Promotion nowadays relies on folk to sell their souls to the devil.Merit over a certain level is the last thing required for advancement. If he is the same worm who betrayed the Highlanders and the rest of the Scottish Regiments. I am glad I didn't know him better!
