COMMUNITIES across Scotland will be able to apply for a slice of a multi-million-pound fund established to bolster recycling levels.
The £7.5 million initiative, unveiled by Richard Lochhead, the environment secretary, will support not-for-profit projects around the country. Examples include schemes to recycle mattresses, and sell products made from recycled glass and carpets.

The fund, open for applications as of yesterday, will see the Scottish Government contribute about £2.5 million a year over the next three years.

Mr Lochhead said that a "zero-waste think-tank" will hold its first meeting on 26 March, stressing that even with recycling rates improving there was "still much to be done" to meet the government's goal of zero waste in Scotland.

Another example of this administration's thinking. Throw money around and no one can ever accuse the Ministers of doing nothing.

When compared with statements of how tightly the budget in Scotland is balanced, this largess, when no one has any real plan for how the money is to be allocated, is a clear waste of taxpayers money.

FIRST think what is needed. THEN think how that objective can be achieved. PREPARE and plan a campaign of action to achieve that aim, THEN FINALLY assess the plan against the budget and allocate the resources ( money ).

To operate Basic business principles in reverse (to grab headlines ???? ) reveals, sadly, how far basic economic principles are from the experience of this Minister and his team.

But it is par for the course...this SNP administration performed in the same way over the question of the replacement Forth crossing late last year . " We have £4.5 billion to spend...what shall we spend it on ? "
