Trial proves it: Bobbies on the beat cut crime

IT is a policing tactic that has been used across the world for centuries, but now police in Leith have found that having bobbies on the beat really is the most effective way of clamping down on crime.
Following a week-long trial at a notorious hotspot, during which "high visibility" officers patrolled the foot of Leith Walk with a no-nonsense attitude, five people were arrested and 26 searched.

Police said not only had the pilot cleared out th
e alcoholics and drug users who frequent the public toilets there, but it also resulted in charges being brought for more serious offences.

Leith councillor Gordon Munro said he was relieved something was being done to cleanse the area of trouble makers.

"I'm sick of these people, many of whom aren't even from the area, hanging around a main entrance to shops and a swimming pool," he said.

"Why should grannies doing their shopping and mothers taking their kids to the swimming pool have to see these derelicts drink themselves into oblivion."

As a result of the crackdown reports of disorder from the area have dropped, and while politicians still acknowledge there is work to be done they are confident the problem will be addressed.

Cllr Munro added: "Some people can hardly believe how many people just stand there and drink – when it is raining they even do it under umbrellas. It's good to see that this tactic has worked and it has to be continued until they get the message and start drinking in their own homes."

Police in Leith said they had been aware of the zone around the Spey Lounge pub for some time, and after Cllr Munro contacted them decided to take the action.

DS Andy Harborow, who was part of the team overseeing the operation, said they were encouraged by the results.

He added that the Spey Lounge was only mentioned as a geographical point, rather than it having been involved in anyway.

He said: "It does seem to be working. We knew over the summer there would be an increase in children using the swimming pool and it had to be addressed.

"The public toilet in particular is a popular place for people in pursuit of drugs to meet and greet then go in to exchange them.

"I wouldn't say this (foot patrols) is an old fashioned tactic because we have always done it."

Chairman of Leith Harbour and Newhaven Community Council Graham Chapman said: "You can't beat good old fashioned policing, it always works. People say there aren't enough of them on the streets, but I think it's more they don't have enough powers to command respect.

"As a community we really welcome what they have done there and it has made a difference."

I for one am shocked that having police do what they are paid and trained for has had a positive effect.

To think that numbnuts who really don't give a funk about anything or anyone will have to tone down their anti social behaviour and behave has left me aghast!

Well done to cooncilor clown gordon munro and the DS cop, yes its plain to see you have moved them away from the foot of the walk only for them to plant their airses in leith links.

Yes its much better to let them jack up, get guttered, leave their broken bottles in the links and let the young kids see it all.

Why dont these clowns see that clearing it from one area only moves it on to another area, its like the inforcement zone, cooncil say its a great achievement, as they have moved the drunks away ( yes to someone elses area and their problem ).

#5 - the numbnuts are those within the hierarchy of the police service who have gone to 1001 courses to theorise what MIGHT work, come back and run all sort of half baked schemes, convincing themselves they are kicking off an all dancing all singing project that will cure society of its ills. Yes the same ones who have evaded practical, on the street experience, by ducking in to safe departments where from 8 to 4, Monday to Friday, there are are no drunks, junkies or violent idiots to be seen (oh, and there's never ANY question of going out in the dark). Have had time to be groomed in interview techniques, play the system and ingratiate themselves, but never locked up a bad person or had a belt in the mouth and spat out the odd tooth - they are the ones who profess to know about policing - learned from a book.

I agree with cappo - since the closure of services for the homeless etc at The Ark Trust in New Street the majority of street drinkers have now taken to hanging about Bristo Square, Forrest Road etc.
They drink etc. from first thing in the morning till god knows what time at night - never a police presence unless a member of the public calls to complain.
Grannies, families with small children etc are all subjected to these individuals using the street as a toilet, vomiting, passing out (and being allowed to lie there, however -
Hey ho - it's the festival and they're nowhere to be seen - have they all been abducted by aliens??
By the beginning of September when all the tourists have gone our local landmarks will be back - nothing really changes for them or us!!
It seems we are all stuck in a cycle of despondency about our social problems; when really it's not the public's problem.
It's up to the City of Eddinburgh Council, Lothian and Borders Police and other Government bodies to tackle this age old problem and come up with a workable action plan to tackle this situation.

#11 - no, I'm not a 'disgruntled copper'. So bitterness has nothing to do with my contribution. Sorry if I've given that impression but you've called that one wrong.
I'm aware of the system and how it works, on the outside looking in, and have to sympathise with those who undertake policing at grass roots level, the majority of whom want to do a decent job but are subjected to the academic postulations of those who seek self aggrandisement with scant regard to making society a better place.

Gordon you muppet all that's happened is the junkies and jakies have moved to another area, mind you it'll look good on the next newsletter you send out.

#9 Has summed up the problem and what he says is true!
There are bosses in the police who have had less time on the street than Kenny Richie but have such a huge say on how the community is policed.
Some are academics who have no common sense and need to come up with off wall plans to get their next pip.
That is all it is about for senior officers. Getting to the next rung.
They literally create departments which takes officers off the street.
This style of policing is like a non-return valve. Police leave the street and do not return and every now and then a common sense approach to policing, like this one happens and it works.

an age old question???WHY do jakeys,drug users etc feel it necissary to drink and do drugs in the street?its like an episode of "jeremy kyle",people shouting at each other,swearing,acting like tubes etc,so why do they not air their "dirty laundry"at home(im sure not ALL are homeless),as for more police on beat,yeah obviously crime is going to decrease,not exactly rocket science

sheeesh, this is not rocket science really.
trouble in street=cops being called, cops appear sometime later(much later in many cases) in vauxhall painted white with orange and yellow stripes with a wee blue light on the top! neds see it miles away and run through wee alleys etc....gone!
who can remember the "real" policing of years ago? beat coppers, who knew nearly everyone by name and if you were caught (invariably you were!) kick up the er$e or skuff round the ear. did you go home and tell your mum or dad? no way hose! you'd get it again but harder! streets were safe and kids could play safely and happily. we, the tax payers foot the bill for the copcar(come taxi and takeaway delivery). enough, all cops should be on the beat and have the cars for the real emergencies and rapid response which would save a fortune and enable them to get more bodies instead of funding fuel, carbon emmissions and fatties!

Never one to knowingly defend management in the public sector (increasingly just New Labour clones and placemen), we need to be a wee bit more realistic here. In many ways we can't go back to Life on Mars. Yes, coppers would clip wee neds round the lug. Now they're complained about, sued and sacked. Coppers didn't used to get involved with drunken halfwits fighting in the streets all night 'cause the pubs closed early. Cops didn't have to get involved with drunken halfwits stealing Pot Noodles out of the 24 hour Tesco at 3 in the morning. There weren't large family protection departments because it was basically acceptable to slap your partner around and child abuse wasn't discussed. We didn't need firearms officers and search teams and people who could investigate abusive text messages because we didn't have mobile phones. We didn't need specialised fraud units because few people had cheque books, let alone credit cards to be cloned and abused. Society has changed and the everyday pressures and demands on the police are very great. In the absence of a HUGE increase in police numbers, something has to give. Unfortunately beat policing is the easiest to cut.

Agree with the people who say police should toughen up. Theres a complete lack of discipline in this country, some parents do sweet FA, discipline has been taking away in schools and police have next to no powers to deal with youths.

Voluntary sterilisation for all jaikys, drug addicts and other pond scum. Pay them a grand each after the jobs done and of course the sterilisation procedure would be complimentary.
They would all jump (or at least sway animatedly) at the chance.
Think of the money to be saved in generations to come.

As a retired police officer, I would have to say that the reason police officers were removed from beats was down to one simple thing - money.

The politicians and the police brass could not say for certain that a police officer walking the beat was actually preventing crime and thus they could not justify the cost. They basically said that they were paying him to do nothing. By putting the officers in cars, they were able to attend more calls per shift thus making them more "efficient". Instead of being crime "preventers" they became crime "responders"

The attitude of the police brass and the politicians was that if a police officer was walking a beat, they were not "producing" any statistics, therefor they were not "efficient".

Think back - for those of you who remember the TV show "Car 54, where are you?" Tootey & Muldoon - they had the only crime-free are in New York City because of the way they policed. Not too far-fetched!
