THE Scottish Parliament building has cost taxpayers more than £9 million since it opened five years ago.
Official figures show that the bill includes £456,000 for window cleaning and £238,000 for landscaping.

And today Lothians Labour MSP George Foulkes said the Holyrood parliament – which cost £414m to build – was "not only the most expensive building I know, but also the most useless".

He described the design by the late Enric Miralles as "perverse", making the windows virtually impossible to clean.

He said: "It's almost as if they were designed to make them difficult to clean. Every window is either high up or has something in front of it or it's an awkward shape or it slopes. I've never seen a less practical building in every way."

He said the Garden Lobby was the only area in the building which could be used for large events, yet it was also the thoroughfare from one side of the parliament complex to the other.

"I've used all sorts of buildings over the years, but I've never come across one so expensive and yet so inconvenient," said Mr Foulkes.

"Edinburgh City Chambers, the House of Commons and House of Lords all have large meeting rooms."

He has a point. This is a dreadful building. How anybody can say otherwise is beyond me.

And who were in power and responsible for this embarrasment Mr Foulkes ?

Foulkes seems to have conveniently forgotten that the building was the dreamchild of the sainted Donald Dewar and his Labour disciples.

The lack of a main function room is truly a great mistake - indeed an embarrassment.

George Foulkes - not only the most expensive politician I know, but also the most useless.

2 lots of expenses but zero contribution to society. How this man was allowed to be involved in the Sick Kids fundraising campaign beggars belief.

Lest we forget, its worth remembering that Labour led by Donald Dewar wanted to spite the popular campaign led by the SNP to have the new Scots parliament building located on the imposing site of the former Edinburgh High School at Calton Hill.

Dewar employed a trendy architect chosen by Dewar who had sketched a monstrosity on the back of a fag packet.

Dewar then appointed a panel of his cronies led by Kirsty Wark who thought it could be built for £50 million but because the sketched design was so difficult to actually build it eventually cost the taxpayers £500 million!

The lessons to be learned here is that Labour is motivated by spite and should never be let near the purse strings of Scotland ever again

"George Foulkes slams Parliament as 'most useless'"
From the headline I thought he was talking about the inhabitants. And of them all he is a prime example.

If the most expensive and useless politician is calling the parliament building expensive and useless, we should listen. He is, after all, something of an expert on expensive and useless; on the rare occasions when he's sober enough to be expert in anything.

No.10 : Marian ~ Well put and in accord with my own sentiments.

I said so at the time and repeat now that Spaniards are excellent little chaps for fetching one's travel trunks but not for designing iconic structures. Especially so as one of the buildings designed by Enric Miralles suffered a structural failure not long before he was contracted to blight Edinburgh with the ghastly monstrosity of the Scottish Parliament. The only co-ordinated aspect I detect in the whole sorry affair is that the mediocrity of the structure closely matches the mediocrity of the politicians inside.

Foulkes has a habit of making the mundane sound remarkable. The trouble is, he has a captive audience in the Scotsman editorial staff.

This paper obviously have an ongoing contract with this buffoon for stating the bleedin obvious should they ever find themselves short of a few column inches.

I've always believed the Scottish Parliament missed a golden opportunity in failing to snap up the old Donaldson College as an ideal parliamentary building. I believe they upgraded the entire site for only 16 mil.

There's even room for the MSPs to have a game of football in the front.

I well remember him issuing the following statement during a PM's question time a few years ago in Parliament, London and I quote: "Arrogant Little S**t"

Who's an Arrogant Little S**t now then?

By the way, I couldn't agree more with him. Just couldn't resist the opportunity.

Fools and your money are easily parted!! And who gave them the means? The illusion of accountability must be preseved at all and greater costs, the sole purpose of Politicians and civil servants.
Like Westminister, Holyrood is about to be relegated to the status of a county (regional) council by the Lisbon treaty.
The Question the taxpayer/Voters need to ask is: "Do we want such an expensive post office and filing cabinet?"

Well, LORD Foulkes, it was a Labour decision in London that gave us this building.

But, when it comes to useless wastes of money, have ou looked into a mirror Lord Foulkes?

Let us not forget that with Donald Dewar the following were also involved in the choice of "design" for the Parliament

Joan O’Connor: architect, member of RIBA, President of the Royal Institute of Architects of Ireland between 1994 and 1996.
Professor Andy McMillan: Formerly Director of the Mackintosh School of Architecture.
Kirsty Wark: Journalist, BBC Presenter, hon. fellow of the RIAS.
John Gibbons: Chief Architect at The Scottish Office since 1984, currently Director of the Construction and Building Control Group. Robert Gordon: Head of Scottish Office Constitution Group – the unit set up following the election to implement the Government’s proposals for a Scottish Parliament.

#19 Jock

Exactly which powers will the Lisbon treaty be taking away from Holyrood?
26

Jock's Away,

Africa 02/11/2009 05:49:14
As an entity with no control over foriegn policy or security matters Holyrood will not be affected except having to find the resource to pay.
However the courts and Adminstrative directives in all facets of peoples lives will be steered/directed by Brussels for which local parliments will have little power to prevent or alter. Demographics will be changed and the consequence of that will as history has proved will be brutal. Poland Ukraine Kosovo, Bosnia, Palistine, and if you think this is over stating go to southern Italy, Spain, Malta Greece.
The Commission will no longer need to pass it's budget through the Parliments. Therefore removing the mean of the people to guide or have relevant say in their legislation governing their lives or lively hood. But these will not be without cost which taxpayers in every country will pay.
The changes contained within the treaty and the amendment are so vast, this medium could not hope to cover the consequences.
Such a wide ranging Treaty aimed directly at a Federal centralised Europe in the future can be the result.
As a start you may try the Wikipedia " Lisbon Treaty page and if still interested foolllow the leads.
