Pledge to cut bridge tolls is greeted with scepticism

LABOUR yesterday pledged to scrap tolls on the Tay Road Bridge and waive charges for cars with passengers on the Forth Road Bridge in a move which is expected to cost taxpayers more than £3 million a year.
Mr McConnell said the move, which is also backed by the Liberal Democrats, would boost the business communities in Fife and Dundee and help cut congestion on the Forth Bridge.

Mr McConnell said an incentive should be provided to drivers crossing
the Forth Road Bridge.

He said: "To maximise the length of time the existing bridge can be used, it's important to reduce cars.

"Abolishing tolls for cars with more than one occupant would make a major contribution to both. It's vital to reduce traffic on the bridge."

But Mr McConnell said complete removal of tolls would be irresponsible because it could make congestion worse. However, senior transport sources have told The Scotsman that lifting the £1 toll for cars would have little impact on congestion, since 82 per cent of bridge commuters drive alone.

One said: "People will not go out of their way to pick up passengers just to save £1."

The assessment appears to be in line with an unpublished Scottish Executive study into tolls on the bridge, which is believed to conclude that removing them would have limited economic and social impact.

Lawrence Marshall, the Labour convener of the Forth Estuary Transport Authority, which runs the bridge, said the move would leave a hole in its budget.

He said: "It will result in a reduction in our income so we will obviously suffer, putting us in an even more precarious position considering we have just agreed to borrow money for the first time."

The Tay Road Bridge Joint Board said £13 million of debt remained, which was not due to be paid off for another nine years.

Tolls, which include 80p for cars, bring in some £3 million a year, which is used for maintenance.

Mr McConnell said: "The Tay Bridge has had a debt which required to be paid, to be ended, to be budgeted for, and we can do that over the next four years. It is the right thing to do for the economies of Fife and Dundee."

TRANSform Scotland, a public-transport campaign group, condemned the pro- posals.

Colin Howden, its director, said: "Removing bridge tolls would make the general taxpayer pay for bridge maintenance.

"This would represent a transfer of funds from non-road users to motorists, effectively making those on lower incomes subsidise affluent car commuters."

Mr Howden also contrasted the £1 toll on the Forth with £2.70 to cross the Humber and £5.10 for the Severn.

He said: "With Forth bridge toll levels so low compared to the Humber and the Severn bridges, there is no real incentive to change travel behaviour."

The SNP accused Mr McConnell of a U-turn following the Executive's rejection of removing tolls last month. Ministers argued that tolls should be considered in relation to plans for a new crossing.

Tricia Marwick, SNP candidate for Central Fife, said: "This latest U-turn lacks all credibility. Unlike Labour, the SNP have a clear, consistent policy to abolish all tolls on the Forth and Tay bridges. What Labour propose for the Forth is a dog's breakfast and would leave it as the only bridge in Scotland with a toll."

If the tolls on the Forth road bridge are about reducing polution then surely they should be on the southern facing lanes such as on the Erskine bridge?

Having to stop at the barriers and then get back up to cruising speed up a hill, I believe, puts out at least four times the volume of exhaust gases compared with taking off down hill towards South Queensferry and Barnton.

Dundee has the same issue with the Tay road bridge tolls, during peak times the tailback is uphill to the toll barriers, completely negating any presumed environmental benefits with having tolls in the first place.

Environmental? They're having a gee-raf at our expense, literaly.

I simply sigh with disbelief! The Scottish Labour Party are throwing so much cash at aircraft carriers, bridge tolls and every other contentious issue as a political bribe. It looks like the (alleged)cash for peerages is on a roll! Boy, are they really in panic mode? If we don't get rid of them this time it will be like a cancer for years to come! As for the LibDems? Well when did they ever make one concise decision on anything?

The revenue from the Fife Tax is going to stop soon anyway when the Forth Road Bridge has to be shut to repair the main suspension cables. Blatant electioneering.

Here is a good example of Dinosaur Political Campaign. 10-years ago they could have expected a week or more of positive spin with this announcement, with it being discussed and argued. Today, less than 24hrs after making it, it is already dead and buried, having been seen for what it is, without the opposition parties having to say anything.

Isn't the power of the Internet wonderful. SNP, learn and adapt.

when built the forth bridge had tolls to pay for it, when paid tolls were to be scrapped. thats what the politicians told us at the time, has it happened? no. the goalposts were moved and most people have a life to get on with so no worries for the politicians until we need a new 1.
if you think the price we have ended up paying for a bridge that should have been toll free from the start and paid for from road tax is steep wait till you see the size of the bill that awaits us and our children for the schools, hospitals and other community buildings that nu labour have leased i.e. we pay over the odds for them and they belong to someone else!
and as you ponder that another billion or so in transport from the docks to the airport with little thought to the real transport needs of the voters in the real world

The last one is the 6 miles of Motorway crossing the border, looks like it's going to be finished, lots of civil engineering work going on between Gretna and Carlisle.

Well I'm assuming it's the M6 Carlisle to Guards Mill Extension they're finishing, what else?

Last time they were working on that road was back in the run up to the 1997 referendum, coincidence?

Well that was the last time the Government was worried about losing out in Scotland was it not?

You could be right on that, mind you I think I have just found another late entry.
If I am right I think those lovely? NOT! people in Westminster are still looking for a dumping ground for nuclear waste from the nuclear power stations dotted around the country. I think the last Bribe, to end all bribes, will be an announcement that they have found a suitable site in the Lake District. Don't worry Lake Districters, by thetime of the Westminster elections in two or three years time that idea will miraculously have been shelved, AGAIN!

I'm not so sure about the timing for the next General Election.

When the dust settles on May 4th the Labour Party will turn on itself when MPs see the writing on the wall for their own seats.
In that climate they'll have their work cut out to survive until the following May.

I can picture David Cameron slobbering in anticipation of a Westminster landslide.

Now the consequences of that happening could have 'interesting' Scottish implications.

As for the nuclear issue, wasn't it Union Joke last October who put up dumping our nuclear waste in Cumbria as one of the 'Union dividends'?
