Council crisis talks on free school meals

AN emergency meeting of council leaders was being held today on the Scottish Government's plans to introduce free school meals.
The local authority umbrella group Cosla called the meeting after several councils warned they could not afford to pay for the scheme, which would see five to seven-year-olds across the country receive free lunches from 2010.

Education Secretary Fiona Hyslop announced the roll-out of the scheme across Scotland last week after pilot schemes were judged a success.

But Edinburgh's education convener Marilyne MacLaren said it would be "very difficult" for the city council to implement the policy without more government money.

And other councils up and down the country said they would have to cut other budgets to finance the scheme.

But the Government and Cosla insisted councils had signed up to provide the free meals as part of the concordat agreed between central and local government last year.

First Minister Alex Salmond has said all SNP-led councils will be implementing the free school meals policy.

Councillor Pat Watters, the president of Cosla, has asked council leaders to attend today's meeting in order to work out a cohesive position.

Just chop about 20 yards of your tramline, Marilyne. With the money saved by doing that, you could then provide free school meals for kids of all ages.

Two excerpts from the Concordat,

Fromthe Foreword:

• That local authorities agree to deliver on a specified set of commitments from within the funding envelope provided.

From the Body of the document an drelating to school meals:

• Free school meals – Providing nutritious free school meals for all P1 to P3 pupils in the pilot areas until the end of the current academic year (ie up to June 2008). The remainder of 2008-09 will be taken up with evaluation of the trials. In 2009-10, provided the evaluation of the trials is positive, legislation will be introduced to allow extension of the nutritious free school meals to all pupils in P1 to P3. Assuming the legislation is passed, local authorities will provide free school meals to all P1 to P3 pupils from August 2010.

What is is the local councils don't understand, afterall they signed upto it!

why not get the local fast food outlets to sponser/provide the meals - make as much sense as SNP policies

Indeed they did. But, judging by Marilyne McLaren's comments on telly last week, they didn't have the savvy to actually read it first...

~1. Why stop at 20yards?

Lets do the maths. trams £550M. edinburgh population 450,000. so assuming £10/head thats 1,200 free meals each. I'll be happy to settle for 1,000 egg and chips plus wine.

Aye, indeed. Methinks some cooncils didnae ken whit they'd signed up tae. "Pat" Watters'll nae be getting sic a lang leash agin. He's noes may be oota joint wi laburr but he might jist hae overdunn it. [That's enuff err lallans, Ed]
