HAS Gordon Brown conceded the case for more economic and financial powers for the Scottish Parliament? His speech to CBI Scotland set out – in stark contrast to recent remarks by his Chancellor – a more upbeat and optimistic view about prospects for the UK economy. Bank of England independence, labour market flexibility, the financial strength of UK business, low public debt and support for enterprise should help pull us through the downturn.
He also restated the reasons for his well-trodden pro-Unionist position. His attack on the SNP was couched in terms that will have connected to his business audience; any party, he declared, which laid claim to being the party of business "but which ...

We are constantly told how important the quality of 'confidence' is to the economy. How much better for business would a confident independent Scotland be, than the neurotic unionist one which is being constantly told by the likes of Brown that 'its not good enough to be independent'?

Re Brown's remark about 'making our biggest market a foreign country'

What an arrogant insult to our intelligence.

Last time I looked we were in THE EU and don't anybody resurrect the infantile argument that we would be kicked out and have to re-apply for membership when (not if) we become a proud independent nation.

The SNP and Scottish opinion have forced Brown into a concession he never would have dreamed of a year ago: having to concede more financial powers to Scotland. An example, say the Scotsman editors, could be "...apportioning to the [Scottish]parliament that share of income tax ... raised in Scotland which it can then spend, in contrast to the current block grant system." This sop "may not match SNP hopes" but it certainly got their foot well inside the door.

The effect of such a "concession" would still be treating Scotland as an English colony, thus the situation would remain unstable. How long do the editors of The Scotsman think the Scottish people would put up with it?
