A right to drive?

John Wilson elevates the right to private car ownership into a moral category by asserting that ownership of a car, along with decent living accommodation, is a reasonable aspiration for everyone (Letters, 27 August).
Which raises the question: what is a reasonable aspiration when it comes to private vehicles? Owning a car, or merely using one? Is a "decent" car more reasonable than a gas-guzzler? What if increased car ownership leads to a deterioration of decent living accommodation through noise, pollution or loss of amenity?
It is obvious that encouraging or allowing too many people to exercise their reasonable aspirations leads to congestion or, more prosaically, a waste of time. Which is clearly not a moral category.
