Litter wardens dish out just seven fines each in 12 months

EDINBURGH'S 32-strong team of litter meanies have come under fire after it emerged they dish out an average of just seven fines each every year.
Latest figures show the environmental wardens each issued just one fine every three months for dog fouling, despite widespread complaints about the problem.

The wardens cost the council around £600,000 per year but make less than three per cent of that money back from issuing the £50 fixed penalty notices.

Edinburgh's performance is in stark contrast to Glasgow, where more than 11,000 fines have been issued by the city's 50-strong squad of litter wardens since a high-publicity campaign was launched in February 2007.

Although they deal with other issues such as fly-posting and trade waste, dishing out penalties for litter and dog fouling was the main reason for Edinburgh introducing wardens in 2001.

Council chiefs today said the number of fines was going down because the city's streets were getting cleaner, and warden patrols were acting as a deterrent.

But this was shot down by opposition politicians, who questioned the effectiveness of the wardens.

Councillor Maureen Child, the city's Labour environment spokeswoman, said: "This is concerning because I am not seeing any less litter or dog mess on the streets, so we need to know why the fines are going down.

"The council needs to be cracking down on the persistent offenders who are likely to be behind the bulk of the problems in Edinburgh."

The overall number of fines issued has been in decline in Edinburgh for years, with the total number falling from 2042 in 2005-06 to 1657 in 2006-07. Littering fines still account for less than half of all fixed penalty notices, despite the introduction of the smoking ban which was expected to see offences rocket.

Councillor Iain Whyte, the city's Tory leader, said: "I know the council has produced these scores which show the city is generally getting cleaner, but this doesn't seem to be borne out by people's experiences. Certainly not, judging by the letters page of the Evening News.

"We have a particular problem with cigarette litter outside pubs, for example, and it is persistent problems like this which should be cracked down on.

"You obviously can't have targets for the wardens, but there is definitely scope for having a more targeted approach to persistent offenders as the number of fines does seem low."

In December last year, the city received its best annual cleanliness rating from independent inspectors Keep Scotland Beautiful. Inspectors awarded Edinburgh the highest annual average since monitoring began in 2000.

Councillor Paul Edie, the city's community safety leader, said: "It hasn't been necessary to issue as many fixed penalty notices as we once did because happily there have been fewer offences to merit them.

"Our deliberate emphasis on proactive, preventative patrols is making a real difference in cutting the number of environmental and antisocial behaviour offences across the city. Night-time patrols are also proving effective in combating the dropping of fast food and cigarette litter in particular.

Surely the priority is to educate the public with penalising them really only a last resort.

Mind you, they would make a fortune if they penlaised the tram workers - have you seen the rubbish these guys just throw about - empty coffee cartons, crisp packets, fag ends..........

Just look outside any pub and the pavements have turned into ashtrays. Middletons in Easter Road is an absolute disgrace. Once more an example of money wasted by the council. I mean we would not want to offend these wardens by telling them they are not doing their job, now would we?

How about nabbing all the utility companies that leave road signs anywhere they want ?, the signs are a menace and are major trip hazards to the public but nothing is ever done about it.

no wonder they only give out so little tickets- if they bother to work in the first place then maybe they might do their job i get really fed up watching these wardens walk down leith walk ans stop and stare into every shop window.. DO WHAT YOU ARE PAID TO DO AND CATCH BLOODY LITTER LOUTS INSTEAD OF WINDOW SHOPPING.. WE DONT PAY YOU TO WINDOW SHOP....................

what a grotesque waste of money when services are being slashed across the board - sack them all immediately (and those who employed them)- there only ever purpose was to raise additional funds through the pettyness of handing out fixed penalty tickets. I've only thing I've ever seen them going around in pairs, pulling things out of bins while ignoring the rubbish strewn all over the streets. Just another Edinburgh Council fiasco.

I saw two of them standing on a bridge over the cycle track near my house for three hours ,two weeks ago.No one was going to drop litter near them since you could spot them a mile off with there two tone luminous stab vests.

They did find time to try and stare me down and act all intimidating while i walked up the cycle track with a wheel barrow of scrap metal i had lifted (that littler louts and fly tipers has dumped) oh and while i was chatting to a dog walker freind.Someone needs to tel them they are neither police nor bouncers! sack the lot of them!

Where are these idiots actually patrolling, because when i went for a walk on sunday along my road and up the steps to Slateford road I noticed the steps covered with dog mess so they arent coming out of the city centre then!

Dog fouling isn't litter.

I could name quite a few places which could do with the attention of "litter meanies" (whatever they are). They places I have in mind have a REAL litter problem---used nappies strewn all over the place, broken bottles, empty beer cans, bags of domestic rubbish lying around.

Deal with those areas and the culprits rather than hassling people if they drop the odd fag-end or don't put dog mess in their pockets.

Three per cent of £600,000 is £18,000. That's 360 fixed penalty notices of £50, or 11.25 fines for each of the 32 wardens. Not 7, as the headline says.

Or we can look at it another way. 32 wardens times 7 fines equals 224 fixed penalty notices, bringing in revenue of £11,200. That's just 1.867% of the total £600,000 cost of the wardens - quite a bit less than the 3% mentioned in the story.

Yeah, it's a quiet day today. Otherwise I wouldn't be reading the Evening "News".

Since you’re interested, I’ll widen the scope of my analysis. If 32 wardens cost Edinburgh’s council tax payers £600,000, the cost of one warden is £18,750.

Fifty wardens would cost Glasgow £937,500 per annum. 11,000 fixed penalty notices over two years – that’s 5,500 per year, bringing in revenue of £275,000. So Edinburgh recoups 1.867% of staff costs through fines, while Glasgow recoups 29.33%. Accordingly, Glasgow’s wardens are 15.7 times more effective than Edinburgh’s.

The wardens are a disgrace, i pay a private company to empty my shop's bin,i pointed out to the wardens about 4 neighbouring shops who used the councils 'public' bins that very morning.....They walked on to the local coffee shop and had a break!!!

Top Floor I think you'll find that Councillor Paul Edie doesn't walk around with his eyes closed, he takes a taxi. Maybe he should take that taxi to Leith, Gorgie, Craigmillar or Granton to see the poor job his wardens do. I would be shocked if it happened, but maybe the Evening News could send a reporter to these areas to gather photographic evidence?

I have only been on the receiving end of the wardens on one occasion, and basically I was given a warning as opposed to a £50 fine. Surely it is the end result that matters, and I for one have certainly learnt my lesson.
If they were like the Glasgow wardens and had issued 11000 fines, we would all be on here kicking up hell about another stealth tax!!!!

When the Police respond to complaints about speeding cars they target an area and all of a sudden most drivers stick to the speed limit. When the council responds to complaints about dog fouling and litter the council wardens go on patrol most people don't drop litter and pick up after their dog.

It's amazing how people behave themselves when they have to.

What I find really funny is the lack of effort from most of you to find out what the true facts are. Your also gullable enough to believe the tripe you read ??? The comments above just show how little you all actually know about what they do.

It says it all when someone brags on here about commiting an offence and chucking the ticket away (they are why your streets are dirty) The other choice character who pokes fun about kids dying from infections from dogs dirt. What I will say to him it is true as it can also cause blindness or amputation of limbs in young or elderly (anybody else like to laugh ?)

I think you will find they do a damn sight more than you think.... no I'm not pro council just make an effort before I make an opinion

Rgarding the comment about Middletons Pub. Across the street on Bothwell Street is beyond belief, people just chuck whatever they want next to the row of 7, yes 7!! wheelie bins. The attitude of people in this area is unreal! I have never seen one of these wardens fullstop, pretty sure they've never been down Easter Road way. It's a disgraceful waste cash!

Given that there seems to be such a prevalence towards math.... 32 wardens - a city that is approx 100 square miles. Most of these wardens will work (like most council employees) core hours (when most of US are at work - unless you are a student, retired, unemployed or whatever...) and then factor in things like sickness, absence, holidays etc etc... What, realistically, are the chances of you actually seeing one - be reasonable!!! As for the city itself - yes it is a rubbish bin made of concrete... but it's definately better than it was say 10 years ago!!!!
