Now that Gordon Brown has admitted his error in abolishing the 10 per cent rate of income tax, will he admit his other mistakes when "helping the poor"? These are: refusing to repay tax credits on dividends received by individuals whose gross income was less than their personal allowance for income tax assessment; refusing to repay tax credits on PEPs and ISAs; and delaying the revaluation of properties for council tax purposes, the present bandings having been in use since 1993.
