Surely, the proper forum for debate and decision on legislation affecting only England is a fully constituted English assembly or parliament? I would not like the MP whom I have elected to the UK parliament barred from any debates or votes brought before that body.

Curious, isn't it? 290 years of members representing English constituencies debating and voting on legislation affecting only Scotland was just fine and dandy, but 11 years of the reverse is absolutely intolerable.
