EDINBURGH is planning to introduce parking permits based on vehicle size, as a way (it says) of discouraging petrol-guzzling cars.
This sounds suitably green but needs to be taken in context. The city is gradually extending controlled parking zones and it will not be that long before everywhere within Edinburgh's boundaries requires a permit. The suspicion grows that the City ...

They take up more parking space and should be charged more never mind the CO2 issue.

Whoever wrote this editorial didn't read the article in their own paper! According to that, Edinburgh is not planning to "introduce parking permits based on vehicle size"; Edinburgh council is planning to vary the price of parking permits based on CO2 emissions for vehicles manufactured since 2001, and engine size for vehicles built before 2001.

Oh yes, and the council does not "charge a citizen for a resident's parking place"; it charges a citizen for the right to use a resident's parking place if available.

The controlled parking scheme should revert back to where is was in 1986. It was fair then.
