SECURITY chiefs have admitted that at least 2,000 terrorists are on the loose in the UK and they do not have enough officers to properly track their movements.

A report from a House of Commons committee also warns that other threats such as orga
nised crime are not being properly tackled because of the scale of Islamist extremism.

The admissions are contained in the Intelligence and Security Committee (ISC) report for 2006-07, which is based on evidence from top MI5 and MI6 officials.

The authors of the report, which has been passed to Prime Minister Gordon Brown, openly admit there is no guarantee that further atrocities such as 7/7 can be prevented in the UK.

The report states: "To give an idea of the scale of the threat, there are approximately 200 extremist networks currently under investigation, some of which have both the intent and the capability to carry out attacks against the UK or UK interests overseas. There will be still others about which little or nothing is known."

The report reveals the total number of security service personnel – MI5, MI6 and dedicated police – is around 3,200, although a further 690 will be recruited over the next 12 months.

Ever since the end of the Troubles in Northern Ireland, much of MI5's work has been redirected towards combating crimes such as major narcotics trafficking and organised crime.

However, since the rise in the terror threat, manpower is being transferred away from these fields, as highlighted by an unidentified member of the Security Services who addressed the committee.

He told members: "I think the scale of the international terrorist threat at the moment is such – and the consequences, if we are unable to manage it successfully nationally I think, are so severe – that we have not had any choice but to prioritise other areas. Some of the changes, I suspect, probably will not quickly reverse. I suspect we will be quite slow to get back into serious crime work, for instance.

"We are concerned that aspects of key intelligence and security work are suffering as a consequence of the focus on counter-terrorism priorities."

Fighting international counter-terrorism makes up 80% of the Security Services's annual workload, a 10% increase on 2005-06, says the report.

According to the report, a "former director-general" of the Security Service (MI5] reported to the committee that: "My main concern has been and still is we do not have enough people to do the job."

But the unidentified former

chief warned that although recruitment to the service was being increased, it was important to ensure the quality of new staff remained high.

The speaker added: "Maintaining standards is incredibly important because people get access to secrets and responsibility and the capacity to make a major mistake very early on."

The chief of the Secret Intelligence Service, the SIS, or MI6, John Scarlett, told MPs that a specialist unit of his department had been set up to target extremism in the UK.

He said the move had been made to "illuminate… the interface between al-Qaeda and radicalised British Muslims essentially to catch the connection between… the domestic aspect of the threat and the overseas aspect of the threat".

But the committee was told that "SIS's greater focus on counter-terrorism has led to a significant increase in the number of direct 'disruption operations' against terrorist targets throughout the year.

"The total number of these operations has increased by almost 50% compared with the previous year, and the number of these operations judged to have caused 'significant disruption' to the terrorist targets has almost doubled."

But MPs were told these successes have come at a price, with inquiries using up large amounts of the annual budget. Among these investigations was 'Operation Crevice', which led to the jailing of five men for their part in a plot to blow up targets such as the Bluewater Shopping Centre in Kent and the Ministry of Sound nightclub in London.

Last night, security consultant Stuart Crawford told Scotland on Sunday: "You cannot not take all of these groups seriously.

"The terrorists only need to get it right once but the security services need to get it right every time."

He continued: "All the implications are that Islamic terrorist movements who are working across the globe are targeting the UK and the US because of their involvement in Afghanistan. And it is only to be expected that the security services, as a result of this, are having to prioritise what they investigate."

Another terrorism expert, David Capitanchik, said he was not surprised at MI5's claims they did not have sufficient numbers to tackle the threat. "One problem for MI5 is that it takes between six and nine months to recruit one counter-terrorism employee.

"There is a whole process which must be followed to ensure that recruits are not terrorists themselves.

"There are two main problems. Firstly, there are not enough resources for counter-terrorism, and secondly, we have allowed all sorts of people into the country who are wanted for terrorism in their own countries."

Capitanchik added: "It will take a long time to deal with this problem. There are so many people that we need to put under surveillance and there may be other groups operating on university campuses and in mosques that we just do not know about."

Let's suppose there really are 2,000 terrorists, and that they work independently. To track each of them all the time would require: 4 field operatives on a rotating four shift basis, another 2 to cover holidays, sickness and training, another 2 as supervisors, planners, managers etc plus a whole lot of cars, radios, offices and other equipment and probably an increment in GHQ staff and equipment. So perhaps 2000 x 8, or around 16,000 people. Even if we say that the spooks are in negotiation mode, and the number is really 1,000, we might need 8,000 spooks. And that is really the minimum, assuming that their tracking is not detected. Where does this nonsense stop?

The Westminster System is trying harder and harder to turn this into a police state. As a firm anti tory I am now coming to the conclusion that they are a more safe bet than the Pretendy Party of the People that New Labour are.

The continuous attempts to fill our heads with fear of an enemy that doesnt actually exist except in the minds of Brown and Blair. Have none of you noticed that we dont get to see any pictures of the war in Afghanistan. Dont get me wrong, there is fighting there, but why do we only see a few skirmishes and some night fire. As someone who saw a lot of dead and wounded in the Vietnam War coverage, why is this war so cleaned up for our tv screens. Bodies on the TV leads to protests, and where exactly are those on our streets.

I dont want to have any secret service, never mind extra. I dont want a neverending war like 1984, I want my elected representitives to discuss how to solve the problem NOW.

Considering Salmond gets jittery about ship to ship oil transfers the SNP bloggers have got a bit of a cheek lecturing us about 'paranoia' when it comes to terrorism.

(BTW - Royal Navy destroyers get refuelled at sea while the destroyer and the tanker are in motion parallel to each other. This is more hazardous than the operation in the Forth estuary. They have been doing this for more than 50 years).

Here is bits of the SNP's Osama Saeed speech at Dundee University, in urging muslims not to cooperate with the police:

"My message to the police is 'lay-off', but my message to the muslim community is we have got to be stronger in defiance of this"

Osama continues by saying:

"There can be no excuse for being scared of the police. If we look at the history of OUR FAITH, what else is there other than the Prophets example to stand up to tyranny and stand up to oppression".

So standing up to Special Branch is standing up to 'tyranny' and 'oppression' eh Salmond?

The fact that Salmond and MacAskill have no comments to make on this outburt kind of tells us who they're supporting in the war on terror.

The only people who must leave are those refusing to become British.

By British one includes being fluent in English, wearing British clothes, attending British churches, obeying British laws and customs, and so on. In short, being generally indistinguishable (warts and all) from the indigenous population.

If people can't respect us and our laws and our ways (or seek to change things to suit themselves), then they must leave. Seems clear cut to me.

Once again the taxpayer is getting it in the neck.

The fundamental teaching of Islam is not so different from fundamental Christianity.
Usury, Homosexuality, stoning, even food codes are well documented in the Bible. Call to prayer in old Europe up to five times per day by bell was the norm (Morning Mass, 2x Angelus, Novenas etc.), wearing of the veil was compulsory especially in Church service. Does Islam really want everybody to return to fundamentalism; the days of Jihad, Knights Templar and crusaders.
We do not want to carry all this baggage into cyberspace.
Islam has nothing new to teach Christians; we are listening.
The West has moved on ----time to catch up.

I have never seen more political hogwash in my life in the comments to these articles on terrorism. The Scotsman is about 18 months behing with this news: Either you want to fight the terrorists or you want to get blown up and bloodied. It works that simple!

My hair stands on end too - at the level of pure xenophobia, racism and religious bigotry completely unreliable stories like this brings out in a lot of people.

Can we trust MI5, MI6, the police or the government to tell us the truth on this (or anything else)? Can we hell!

Just a wee reminder for all those who have swallowed the bogus 'terrorist threat' stories:

- there is no evidence (at least none that has been shown to us, the public, who are paying for all this phoney 'war on terror') that four young Muslims were even in London on 7/7.

Is that clear? No evidence has been presented to us to prove that they were involved in the tube and bus bombings. There is not a single CCTV image of them in London that day - now isn't that strange? London is the surveillance capital of the world.

How many of you know - or care - that there is one CCTV camera for every 14 people in Britain? It certainly doesn't make me feel safe.

It's time to grow up, realise that Orwell's 1984 is with us now, and stop believing the routine lies and disinformation coming from the police and security services.

Otherwise we will continue the rapid slide into the fascist police state many of the commentators on this blog seem to be wanting.

Just to repeat: there is no evidence of a Muslim terrorist threat;
9/11 was an open-and-shut inside job (no Osama, no 19 hijackers, no planes at either the Pentagon or Shanksville, Twin Towers turned to dust, WTC7 brought down by controlled demolition);

7/7: no proof the four young men were even in London; evidence of explosions under the carriages; all the CCTV cameras apparently malfunctioning (or all the tapes confiscated, as on 9/11);

Glasgow airport: a spectacular fire, but no bombs (gas canisters are designed not to explode) and some inconsistencies in the police story.

Bali: a known inside job.

Is it time to wake up - before it's too late?

Me thinks it is just as bad to trust the left as it is to trust Islamic terrorists. Both take the easy route. The thought of just hugging everyone and handing them a flower is as stupid as volunterring to shapen a terrorists sword for him. And oh yes #35. When you lose a loved one to these animals, me thinks you will sing a different song. Inside job? Why? Not so bonnie? What does that mean? I'll bet you have never met one of these animals. You keep defending them and I'm sure you will but not as a "bonnie" Scotsman but as a victim. You live in a wonderful country, defend it!

35# I'm with you. The terrorist threat is a fabrication. While the terrified people are begging for ID cards, more police and CCTV, corrupt officialdom is tightening its grip. If we want to live in a free society then we must be prepared to call our current leaders liars, and demand proof of their claims.

And, while I like what the SNP are doing, generally, Alex Salmond's ideas about creating more divisive faith schools will only add to the problems.
