Margo 'holds the balance' in crunch vote on SNP's budget

MARGO MacDONALD could have the deciding vote in tomorrow's crucial debate on the SNP's budget – and she is demanding a dedicated fund for Edinburgh in return for her support.
The independent Lothians MSP told Finance Secretary John Swinney there must be a separate budget head for a "capital city supplement" if he wanted her to back the Scottish Government in what could be an extremely close vote.

It is still not cert
ain how the opposition parties will vote when MSPs have to decide whether to approve the the SNP's £30 billion spending plans for next year.

But if the Tories support the SNP, as seems likely, and Labour and the Liberal Democrats vote against the budget, it could come down to how Ms MacDonald and the two Green MSPs vote.

Ms MacDonald said: "I have been up front with John Swinney that I have a particular interest in the budget and that is there should be a budget head added to be called 'capital city supplement'.

"And it has to be new money, not money taken from other local authorities."

She said a sum of between £12m and £15m seemed "a reasonable amount to aim at". But she added:

"The most important thing is to get the principle established. If he does that I'm much more likely to support his other measures."

Ms MacDonald said she felt justified in making the Capital's spending needs a decisive issue.

She said: "I have a responsibility to everyone in Scotland. But my particular responsibility and mandate comes from people in Edinburgh and the Lothians.

"I consider myself to have been elected for one or two reasons and this is one of them." Lothians MSP and Green co-leader Robin Harper said he and colleague Patrick Harvey would find it "probably impossible" to support the SNP budget because it included vast sums for the M74 extension, a second Forth Road Bridge and the Aberdeen bypass.

If Labour and the Lib Dems vote against the budget, they could come within one vote of defeating the Government, 63-62.

If the Greens also vote against, that would tip the balance 64-63 against the Government and Ms MacDonald's vote could be crucial in creating a tie. But if the Greens abstained and Ms MacDonald were to vote with the opposition that would also create a tie.

A government source said they were "pretty optimistic" about winning tomorrow's vote.

I mean, that's just outright wrong that a single person can hold a government to ransom for their hobby horse. Even the language is crass. A reasonable amount to aim at.

The budget of the country held on the whim of a single person wanting to throw a little power around.

£12 - £15M, is peanuts. There is a £500M spend on a farce of a tram system that will cause future congestion and herald congestion charging, she should insist we absorb what has been spent and save both money and the historic buildings about to be damaged to support the infrastructure.

#13 This is as good as Margo gets, Margo is a one person party and her only job was to get Margo back into Holyrood. She has done nothing for the people of Lothian for the last 10 years and now she'll hold the Scottish Government to ransom so she can have her 15 minutes of fame.

I once suggested to Margo the hookers from Leith should relocate to The Grange area, big wide streets, low population and very little passing pedestrians. The look on her face was a picture, she still never came up with a decent argument why the shouldn't relocate. I suppose "because I live there", couldn't really count as an argument.

I hear this is her last term, thank god for that.

I'd be inclined to ignore Margo, and call Labour and Liberals bluff. Whatever it consists of, the parliament NEEDS a budget, and without one a new election would have to be held.

If the budget fails, I understand that the SNP government would resign, and there is a severe possibility that under those circumstances Labour could form an administration (although they might struggle to achieve anything despite the suppport of their LibDem wh0res).

Can you imagine the depression that would descend on Scotland if Labour slithered back into power? The suicide rate would soar and with any luck their would be riots in the streets.

Margo and the Greens: You know what you have to do! Don't give any succour to these Labour crooks and liars.

A labour lib administration would not have the majority of votes of the parliament so could be voted out at any time. I think if the still budget fails after various wrangling and knocking of heads together, then there would ultimately have to be a new election. not sure though.

Edinburgh gives an extra £125m per annum in Business rates raised in the city. I do not think £12/15m is lining the pockets of a city in desperate need of investment to make it a must visit destination for Conferences, festivals and sporting events.

Margo is correct Edinburgh does deserve more money because of it's status as Scotland's capital and Finance Minister John Swinney agrees. She also supported the new petition for an independence referendum so she is co-operating with her fellow independence supporters and rightly so.

It is sensible for MM to make use of her position as an independent to try and benefit her own area, some of the moaners should grow up. Also I wouldn't bet on this being her last term. She might also come up with another suitably qualified independent candidate. Her husband Jim Sillars for example would bring some useful intellectual gravitas to the parliament and has a similar amount of personal support and political respect.
