LOCAL gangs of teenagers are taking over inner-city streets in the UK and they are wreaking havoc with their antisocial behaviour.
Garry Newlove was stabbed to death when he confronted drunken teenagers in Warrington. Some families are living under siege from their own neighbourhood kids.

Equipped with a gun and with Her Majesties exclusive permission I could take to the streets shooting local N.E.D's.

Scientists are currently working on Jakey Distillation: A method of heating ,on multiple tempratures, in order to extract fuel from these beings. The very first chemical produced, at the lowest tempratures, is Buckfastium: Believed to come from their circulation system, it is currently being looked at as an alternative to Kerosine. The second, Peroxid, a highly flammable chemical, is extracted from delinquent's hair. The female of the species often proves a more abundant source of this chemical. Scientists hope one day to turn Peroxid into a 'junky bomb': It is estimated that once dropped on the chosen enemy citizens' within a five mile radius will instantly have IQ's curbed at 80, begin breeding uncontrollably, drop out of jobs and begin to commit high levels of crime.
With only the first two fractions of fuel discovered scientists are marvelling at the potential of this new found commodity.

Actually you didn't rely on your neighbours for baby-sitting,etc., in the tenements, you relied on various other members of your own family who invariably lived no more than a few yards from you. Things changed when housing schemes were built on the outskirts of cities and close family units were no more. It's also wrong to equate life in the tenements with poverty as most of the men were either tradesmen or small shopkeepers. Children were usually within sight of responsible female members and latch key kids were not the norm.
