Pakistan accused of backing Mumbai attacks by Indian PM

India's prime minister said today the sophistication of the Mumbai siege meant Pakistani authorities must have had a hand in the attacks.
But Manmohan Singh was careful not to directly accuse Islamabad, keeping tensions between the nuclear-armed rivals at a low burn.

Mr Singh, meeting senior officials from around the country to discuss security concerns, spoke amid a rise in Indian
rhetoric in recent days and one day after India handed Pakistan a dossier of evidence that New Delhi says proved the attacks in November were rooted in Pakistan.

That included details from interrogations, recovered weapons, and intercepted communications.

Mr Singh said Lashkar-e-Taiba, a Pakistani-based militant group, carried out the attack, which left 164 dead across the financial capital, but he signalled that the 10 young gunmen could not have been working on their own.

"Given the sophistication and military precision of the attack, it must have had the support of some official agencies in Pakistan," Mr Singh said.

He did not directly name any Pakistani officials, but India has long blamed Pakistan's powerful spy agency, Inter-Services Intelligence, for being involved in attacks against India in recent years.

"Unfortunately, we cannot choose our neighbours," he said. "Some countries like Pakistan have in the past encouraged and given sanctuary to terrorists and other forces who are antagonistic to India."

In the five weeks since the attacks, tensions have been high between the rivals, and Pakistan has redeployed troops toward India and away from the Afghan border, where authorities are battling militants.

Mr Singh accused Pakistan of "whipping up war hysteria", but praised India for remaining "steadfastly united".

Indeed, calls for war in India have been largely muted, with even right-wing opposition politicians, who endorse a hard line towards Pakistan, adopting a fairly conciliatory approach.

India and Pakistan have fought three wars against each other since they gained independence in 1947 – two over Kashmir, a majority Muslim region in the Himalayas claimed by both countries. Despite the sharper rhetoric, Indian leaders have made clear they do not want to fight a fourth.

But Mr Singh was highly critical of how Pakistan had handled the investigations into recent attacks, indicated Pakistan has been unwilling – or perhaps unable – to crack down on terrorists operating on its soil.

"The more fragile a government, the more it tends to act in an irresponsible fashion," he said.

Pakistani officials offered no immediate response.

can this year get any worse?
Pakistan proven to be involved, redeploy their troops from the Afghan border where they are allegedly supporting the war against the Taliban & Al Queda to the border with India.
1 more attack may tip it over and lets face it, they wont hold back with the nukes, if india go first the muslim countries will respond, Israel will be swamped, they will use their nukes, Iran/Russia/China get involved, it aint going to be pretty.

I'm sorry , a technical problemes have happened inmy precedent talk.
I have writted , the Mumbay attack was a new degree of tension in the region, not only Pakistan and India but also for other regionals neighbours. I don't think the war can resolve any problemes in the region but what is sure is the both countries was near from the war if one of two attack as Mombay happen then the war will be a certitude. I don't see what can do Obama and the USA the choose of H.Clinton was bad choose, she is arrogant and use a hard rethoric as against Iran. And the nomination of Gates can provoc troubles in many minds about the intention of Obama. What is sure , for me is Obama was not in the mesure of the chalenge by his nomination he proofs agains the government of US was a government of recompense and not for ruling the affairs of stat. What i mean by recompense?? Obama have recompensed all poeples who take campagnes for his self and the Clinton's couples ,Bill and Hillary, have playing a role in the campaignes.

the one point I would agree with you on was the appointment of Hilary Clinton not because she`s arrogant as most politicans are but, because she is a woman,and the Muslim world will have a problem with this!

I lost lot of times to schearch the article in scotsman.com.

I'm objectif, the declaration of Hillary Clinton about Iran was iresponsible and a proof of a non maturation in the subject. The nomination of HC was a recompense of his aliegnement whit his husband for Barak Hussein. I want to have a hoppe on the democrat politic but for me Obama Hussein have choked many poeples around the world as me whit his nomination a great figure of G.B administration the defense minister Gates. This is a proof of the incompetence of Barak Hussein.
Many poeples in USA as in the world have see OBAMA as the messy xwho can liberat the world from G.Bush. I think this is the human nature whit his imperfection.
For the christmas , rather i'm muslim i have accepted invitation to a diners and i have call for the poeples whit Gates nomination Obama give the impression for the international and national opinion they are not a competent man for this post in the democratic party. Why Barak have take a republicain for this post??

About Hilary Clinton, i will be clear, this woman was petre actrice of opera whit his gesticulation, this woman speak whit emotion and you have the impression she do his job as an evangelical behaviour , i don(t known how many times i will support her in this post ? A maximum of six month. I counseil for Obama to name Hillary Clinton as the defense minister in the place of Gates and put a more competent man in the post of foreign affairs, i call for Obama, the politic affairs was a very important post and we can't give this post for an incompetent person who can provoc a war whit his irresponsible declaration.
