McConnell quits to fight Africa poverty

JACK McCONNELL today quit as Scottish Labour leader to take up his "dream job" of fighting poverty in Africa with Bill Clinton and Sir Tom Hunter.
The former First Minister is to take on a voluntary role, heading up education programmes in both Malawi and Rwanda.

It was announced later Mr McConnell would become the next British High Commissioner to Malawi after being nominated by Prime Minister Gordon Brown.

The former teacher and Education Minister has long held an interest in Africa, and two years ago launched a Scottish Executive programme to help tackle poverty in Malawi.

He will join the Clinton Hunter Development Initiative (CHDI), working with the former US President and the Scottish entrepreneur in their drive to tackle poverty, climate change and key world issues.

Mr McConnell, who is tipped for a peerage in the New Year's Honour's list, told the Evening News today: "My two great passions are education and tackling poverty in Africa, so if there is anything I could have chosen to do then it would have been this. It's an absolute dream job."

Announcing his resignation at a ten-minute press conference in Our Dynamic Earth later, he said it had been "an honour" to lead the party since the early years of devolution.

"Scotland is a far better place now than it was six years ago. We are more prosperous and more confident as a nation.

"But today, after accepting an offer last week to help improve education for some of the poorest children in the world, I am resigning from my position as Labour Leader in Scotland with immediate effect.

"All my life I've wanted a Scottish Parliament, and a chance to change Scotland. I'm pleased to have made my contribution to that."

He added: "The Scottish Labour Party needs to respond to the election defeat in May and hear what the Scottish people had to tell us.

"We need to re-engage with our people to develop the policies and the approach which will rebuild our support, because those with the least need us to be successful."

Sir Tom welcomed Mr McConnell to the new role with CHDI , which will see him lead research and project development on educational services in the two countries.

"The Board of CHDI welcomes Jack and looks forward to his contribution to our thinking and strategy in regards to supporting educational development in Rwanda and Malawi," he said.

"Jack's credentials in addressing this huge challenge require no explanation.

"It's now all about rolling up the sleeves and getting on with assisting us and our government partners in defining a sustainable, scalable and affordable solution to the challenges both countries face in education."

Just hours after Mr McConnell formally stepped down, the Prime Minister announced his intention to make Mr McConnell a high commissioner.

Mr McConnell will continue serve as MSP while the current High Commissioner, Richard Wildash, completes his posting, scheduled to end in 2009.

The President of Malawi also welcomed the proposal.

“I’ve received a very kind offer from the Prime Minister to have a role in the future in Malawi that would be very special,” Mr McConnell said. “I’m delighted to accept that opportunity.

“I’m sure in addition to representing the UK government there, it would be a real opportunity to further enhance the relationship between Scotland and Malawi and to support those thousands of Scots that are now involved in partnerships with Malawian organisations and people from Malawi on the ground.”

Mr Brown said today Scotland had developed a special connection with the people of Malawi and said Mr McConnell would be suited to the role of High Commissioner.

“I know he cares passionately about two of the great issues of international development – the relief of poverty and the provision of education.

“I believe that he will make an excellent representative of the United Kingdom Government in Malawi and I am pleased he has accepted the Government’s offer of the position of High Commissioner to Malawi, after the present High Commissioner completes his posting at an appropriate moment.”

The appointment is subject to approval of the Queen.

Former Justice Minister Cathy Jamieson takes over as interim leader of the party, though shadow finance minister Wendy Alexander is almost certain to succeed Mr McConnell, with the new leader in place by the end of next month. Sources confirmed today that both former Health Minister Andy Kerr and former Parliament Minister Margaret Curran had ruled themselves out.

The only uncertainty is whether another candidate will stand to ensure there is a contest, with suggestions that Edinburgh North and Leith MSP Malcolm Chisholm may throw his hat in the ring.

Ms Alexander said: "The whole of Scotland owes Jack McConnell an enormous debt of gratitude. This is the right moment for myself, the Labour Party and Scotland to say thank you."

Ms Alexander would not be drawn on her own future other than to say: "It is Jack's moment and there will be plenty of time to talk about the future."

Tributes to Mr McConnell's reign as Labour leader came from across the political spectrum.

First Minister Alex Salmond said: "I extend Jack McConnell every good wish for the future.

"He once said that the job of First Minister was to leave Scotland a better place than he found it. With the smoking ban and his work in Malawi he has certainly done that.

"Addressing Scotland's poor public health record and extending Scotland's horizons abroad will also be regarded as substantial achievements."

Scots Tory leader Annabel Goldie said: "Whilst the Scottish Conservatives and Jack McConnell disagreed on many aspects of domestic policy, we never doubted his wholehearted commitment to devolution, to the Scottish Parliament and to Scotland.

"As First Minister he discharged his responsibilities with diligence and tackled all his challenges with assiduous determination.

"We wish him well for the future as he takes on new and exciting challenges which are clearly close to his heart."

Scottish Liberal Democrats leader Nichol Stephen added: "To be First Minister of a coalition government of two parties was a difficult challenge.

"Jack McConnell was prepared to put aside narrow party political dogma to seek to build consensus on a positive way forward for Scotland."

Mr McConnell's predecessor Henry McLeish, who quit as First Minister in 2001 in the "Officegate" affair, said Mr McConnell had given the Scottish Parliament "status" and "legitimacy".

He acknowledged Wendy Alexander was the front-runner to succeed Mr McConnell.

"I think she is the favourite and I think she would be a good choice.

"That doesn't mean to say there should not be alternatives," he said.

She had a "formidable" intellect and had matured over the last decade.

"I suspect people grow into a job and if Wendy is successful, she will take Labour hopefully in a different direction.

"The good thing is she has the confidence of Westminster - the main thing is she should not be too much dictated to by that."

Mr McConnell's replacement will be the fourth Scottish leader since 1999.

From sheep farm to top Scottish politician


BORN in Irvine in 1960, Jack McConnell grew up on a sheep farm in Arran before attending the University of Stirling, where he served as president of the Students Association.

He became a maths teacher before entering politics as a councillor in 1984, working his way up to become general secretary of the Scottish Labour Party in 1992.

In this role he managed Scottish Labour's 1997 Westminster election success and co-ordinated the party's "Yes Yes" devolution referendum campaign.

Following Henry McLeish's departure, he took over as First Minister in 2001.

Mr McConnell has been widely tipped to win a place in the House of Lords in the New Year's Honours list.

He is married to Bridget and has one daughter and a son.

His son Mark hit the headlines in 2006 when the Evening News revealed how Mark's friend Euan MacDonald had posted video footage of himself cavorting around the First Minister's official residence Bute House in a dressing gown.

MacDonald was forced to apologise for filming the footage and posting it on the internet without telling Mark.




£60 million scheme to help with education and health


BILL CLINTON and Tom Hunter launched the Clinton Hunter Development Initiative (CHDI) in Malawi's capital Lilongwe in 2006.

The scheme will invest around £60 million over ten years in Malawi and Rwanda to help local communities develop a sustainable economy through support for education, health, water and sanitation.

Mr McConnell will lead research and project development on educational services in both countries.

He was behind an agreement with Malawi in 2005 that involved Scotland offering practical help to the African nation in areas such as health, education, and economic development.

The two countries have ties going back 150 years to the work of missionary and explorer David Livingstone.

Bruce Lindsey, chief executive of the Clinton Foundation and board member of CHDI, said: "The Clinton Foundation strongly supports CHDI's mission to promote economic growth in Rwanda and Malawi.

"As another step in that direction, we welcome Jack McConnell's generous contribution of his time and energy to work with local partners and identify programmes that can strengthen education in these countries."

Good ridence. The man was an embarassment to Scotland. At least the current First Minister is articulate and engaging. McConnell has delusions of grandeur, thinking he's up with Bill Clinton or that anyone cares what he has to say about world poverty. He'll always be a trumped up wee cooncilor who got where he was by a combination of patronage, being an out-and-out yes man and good fortune in my eyes.

What I find astounding is that Jack put his name to a joint paper with the Liberals and Tories saying that Independence was not to be discussed by his party. He must have known at the time that he was about to resign. Pro-Independence labour members and supporters have been pushed into a corner by a non-leader. Or were others involved in the weekend huddle?

Nevertheless, good luck, Jack, in trying to solve Africa's poverty, which will also involve solving the problem of Africa's wealth distribution. Swiss bank accounts should be a priority for investigation.

I just hope that he's not tempted to write up his memoirs like his ex-boss, sorry, colleague Mr. Blair - if he did, the only way to get sales into double digits would be to ensure that it was printed on paper with a perforation at each end of the sheet.

According to the BBC, the voluntary post's only temporary as he's tipped to become Malawi's High Commissioner in 2009 - a nice wee pat on the head for being such an obedient chappie.

Tragically though, as the Daily Record front page revealed yesterday, it's all suddenly come back. Happened around May 3rd, they say. I couldn't believe they actually managed to print the following sentence:
"The number of pre-school children in Scotland requiring "care and protection" has increased four-fold in the past decade - up from 2995 in 1996 to 11,975 last year."
Not that they'd mention who was actually in charge, supposedly fixing these things, for the past decade...

It's all rather imperialistic. If he wants to go and volunteer that's fine, he should dispense medicines and food etc. to the most needy. I do (cynically) wonder what he can offer in terms of "heading up education programmes". If he's going to be teaching 80 students Maths for 8 hours a day for a year or two as a volunteer I'll have respect for him.

Instead, I can see him in a plush airconditioned office, a suite in a 5 star hotel and a few assistants to help him have the occassional meeting where he pompously spouts some hot air and reminisses about the old country while sipping his G&T.

He is no longer leader of the labour party that's all.
He is still and will take a generous salary and pension for his mediocre if not negative contribution to this country. His non voluntary work in Malawi will no doubt attract expenses such as first class travel etc. He will be treated well I expect by those whose nest he feathered greatly and maybe illegally in that country.
He should resign from his post totally claim no wages whatsoever and actually volunteeer his time for this small country (Malawi) one he so dearly and clealry cares about, if it's true.

McConnel is and always has been an arch hypocrit. He even ha the cheek to buy a holiday home on Arran while at the same time pretending he cared about first time buyers.

They haven't a snowballs of a chance in hell of course -its the system that is wrong and no amount of do gooding can save africa and the planet unless it is fundementally changed. as far as Scottish Labour is concerned we have a dire shortage of leaders with any political awareness and sound socialist principles except maybe John Henry WE have a long way to go but the rank and file are beginning to stir with the prospects of the inevitable failure of the NATS an incentive to get back on track.

This will be the longest goodbye on record, and at the end of all this will be fat Holyrood and diplomatic pensions.

Jack will be rolling in money whilst tackling poverty in Africa. Such rich and crass irony is lost on this man and the entire Labour party.

This is corruption, the sort of thing that is common in Africa. What a farce.

Whilst one wouldn't want to damn the man when he is off fighting the good fight in Africa, you do have to wonder if his reluctance to step down as an MSP is more to do with fears of a ballot box drubbing than Jack wishing to do the right thing. Of course, it is up to the good people of Wishaw to decide if a part time MSP/Lord/saviour of the universe is what they actually elected.
As for poverty in Africa, I am afraid we will be all be long dead ten times over before that particular issue is even close to being addressed. I would not wish to dent Jack's enthusiasm, but until Africa roots out its idiotic and greedy politicians (and this is a continent, let us not forget, that substantially supports the great humanitarian works of Mugabe) there will be no significant progress. Indeed, with fundamentalist Islam gaining a foothold in parts of Africa, I fear the general outlook is for further war, poverty and oppression..despite the best efforts of millionaires like Bono, Saint Bob and Bill Clinton.

What a shame for poor wee Malawi. They might have feck all and the children might have to share books and walk miles to school, but I bet discipline is better and the kids achieve better standards in basic literacy and numeracy where they're given the chance.
Joke is of that generation of right-on teachers and politicians that have taken one of the finest education systems in the world and reduced it to a laughing stock.

As a local Ghanaian I have watched all the good intentions of the developed world go to waste.

The ONLY way to help my countriemen escape poverty is to STOP giving the so called elite money so that they can buy property abroad and fill their foreign bank accounts.

These people NEED poverty so than they can go cap in hand to the West and claim need.

If they want schools, roads etc, let foreign companies build them, in this case the money will go into the project NOT INTO BACK POCKETS.


BUT PLEASE, PLEASE, PLEASE stop giving the corrupt more money, PLEASE direct it to the needy not the avaricious.

It is really time that all politicians started to treat the job as a full time occupation. I'm sick to the teeth hearing about "tough decisions", " always having to being available for their constituents", having no free time as committe work committments fill every other hour in the working day.
One hundred and twenty odd of them to look after a small country is in itself a nonsense as is Jack the Lad being able under the obviously too permissive rules to virtually jet off at will to far flung spots whilst still picking up his monthly MSP's cheque.
Does anyone who has followed McConnell's career been aware of his burning desire to save Africa or of Jack having to be forcibly restrained from giving up all to serve black Africa in some far off krall. I won't hold my breath. And what about poor Bridget throwing up all to follow and support her man in a far off land away from the cutting edge of decision making for Glasgow' cultural future. Don' bet on it

Or perhaps he was the guy who, after having an affair with one of his employees, was described by Henry Mcliché as having brought integrity and dignity to Holyrood?

With the majority of the above commentators being SNP."supporters" nobody in their right mind would ever wish to be associated or linked to a party that contains such a high proportion of ignorant, small minded" tumshies"who's meanness of spirit is self evident.

The trouble with the overwhelming majority of these posts is that the writing is almost as immature as the thought processes behind the ill-informed comments.

Thoughtful crtiques about the reasons for poverty - whether it be in Scotland, or Malawi, would be interesting, and very welcome. Constructive criticism about the Labour Party - and Jack McConnell's tenure as First Minister would be worth readiing.

And informed debate about governance - in Africa and the UK - would be worthwhile. Gratutitious insults, immature, ill-informed opinions and blatant party politics makes for very dull reading.

I have read more interesting graffiti in pub toilets.

And just for the record, I think Scotland should be proud of Jack McConnell. How many of you would be prepared to dedicate your life to public service - very few I wager.

Wendy Alexander is the worst of this ilk. A backstabber by all accounts of the highest order, A career flunky and zeitgeist sniffer and a mouth you could fit a massive bridie in.

Her career to date has been that of making a right erse of Scotland at various industry events. Getting so bluttered she needed to get the scottish exec chaffeur to stop whilst she relieved herself in the middle of a village street. Not to mention the fantastic idea too spend 2 billion quid to get broad band to mull!

Stick some bright , thick red lipstick on her and she quickly becomes a clown!

I am a labour supporter of the past. This type has ruined the party. And any idea that her leading the party is going to change the publics rejction of them is sheer lunacy.

Wendy ALexander has since the MAy 3rd ( or should we say 4th since her brother botched the election count ) already spouted the same old negative, rhetoric and denial that saw Jack McCOnnell ousted.

She needs to say how she is going to reform the public sector staff that Labour have been protectng for 50 years and bribing them to vote LAbour in return for an easy life-remember the immunity from prosecution the SCRO staff enjoyed and the teacher pay increase which was supposed to be accompanied by removing poor teachers and better results -in fact the SQA have botched two exams processes ( children don't have the vote but civil servants and teachers do ) , results are no better and results are slower being issued than in the 1980s. Are we really to believe there are only 5 bad teachers in Scotland -the number sacked since 2002.

Under devolved Labour miscarriages of Justice in Scotland ( Johnson, Asbury, McKie,Megrahi, Fraser etc and failures over Smith, Annie DAvies, MArion Ross, Drew Ramsay, Surjit Chokar ) were running at record levels almost on par with the Church, Meehan, Swanson fiascos of LAbour in Scotland in the 1970s and Labour's Wilson /Callahgan persecution of innocent Irish people over the Guildford and Birmingham pub bombings and the Maguires.

This is Jack's legacy - he should have been objective and sacked Colin Boyd immediately doubts were borne out by evidence instead he recommended him for peerage and lied saying he was cross bencher just as he lied that MKie was an "innocent mistake". Since he lied to his wife re his affair can we be surprised Bridget lied re the elected SNP in her complaint to Public Sector Standards investigator- it is she who should be facing a standards investigation and democracy put ahead of public sector employees work shy attitudes.

That is Labour for you and Wendy ALexander has no answers and no conviction only her own career.

#89 He didn't "dedicate his life to public service" - he realised that life as a union appartchik and Toon Cooncillor were far easier than earning a living as a teacher.

Having scaled the greasy pole high enough to demand a leg up to the heights of Holyrood he's now using a pretext to have a couple of years off (still on his MSP's salary) until he has a nice well deserved rest as the High Commissioner of a backwater where he'll have little to do and plenty to spend with his new MSP pension to top up his diplomatic (tax free?) salary.

I only wish that my life was quite as "dedicated".

interesting that wee jack found time to fight poverty in malawi. he did not manage to fight poverty in his constituency, or anywhere else in scotland for that matter.
this clearly demonstrates the need to disconnect the trough from the politicians grasp.
fiscal independence or full independence is a must for any right thinking scot.
the corruption stemming from westminster must come to an end, before our oil runs out.

Don't we all wish we could do something to eradicate poverty everywhere. Unless the world has a will to make drastic changes in order to share the wealth, nothing will change. Every year I spend a few weeks in China as a teacher of English. I go because I want to go. While I'm there, if I succeed in making a minuscule bit of difference in someone's life, I'm happy. I'm not foolish enough to think that I can help eradicate poverty in China or Canada or Scotland or anywhere else. Jack's going to Africa because he wants to go.
