Benefit cheats claim £2.3m in bogus handouts

A SOARING number of benefits cheats in Edinburgh have been caught scamming £2.3 million in a single year, it was revealed today.
One city resident was discovered to have earned almost £50,000 by falsely claiming benefits while working.

Experts warn that the recession will lead to many more people making bogus claims.

Figures obtained by the Evening News show today that an average of 34 people in Edinburgh every month are now being caught by fraud investigators falsely claiming benefit – an increase of more than 40 per cent in two years.

Although many avoided prosecution, each one faced having to pay back the illegally-claimed cash, while many had to pay a penalty set at around 30 per cent of what they stole.

Investigators from the Department of Work and Pensions (DWP) said the rise was due to improvements in detecting cheats using new technology, but politicians said more needed to be done to crack down on bogus claims.

Lothians MSP Gavin Brown said: "These figures will cause concern and are moving entirely in the wrong direction.

"The money would be better spent on people in Edinburgh who genuinely need and deserve help. Robust action needs to be taken as swiftly as possible."

A team of 30 investigators in the Capital alone carry out covert surveillance on suspects.

The most popular frauds are working while claiming unemployment, working while taking incapacity benefits, overstating disabilities to increase payments, and falsely taking single person discounts on council tax.

Christine McLaughlin, acting area fraud investigator for Scotland, said: "We're no longer seeing typical jobs that people are working while claiming. It can involve those from any background or social group.

"The estimate is that 98 out of 100 of customers are honest and are entitled to their claim. Our message to those trying to cheat is that they will be caught."

DWP investigators often mount undercover surveillance on suspects to try and catch them working while claiming benefits.

Teams make visits to building sites and other workplaces, as well as carrying out spot checks on workers at private homes, such as window cleaners or gardeners.

Ms McLaughlin added: "The rise is due to improvements in our detection methods, particularly through data matching. We can check customers against electronic records held by the inland revenue and other agencies.

"We can look to see if they have occupational pensions or other indicators that they're working while claiming. Investigators can get access to bank accounts to check deposits, and bills."

The DWP also works with the city council to help identify benefit cheats through the local authority's voice risk analysis software.

The technology can detect changes in a caller's voices to give an indication of levels of stress while they make a claim and questionable cases can prompt investigations.

Councillor Phil Wheeler, convener of the city's finance committee, said: "The council works with the DWP to target benefit thieves through a range of initiatives."

2.3 million? It sounds like a lot of money until you set it against the amounts taken by politicians and the corporate welfare given in bank bailouts.

If the priority is to "target benefit thieves", then let's start with the big money first.

I don't think cracking down on benefit cheats thing works any more as a political PR stunt. The politicians are worse and believe they are entitled to scam the public. At least the average benefit cheat will say 'fair cop' when caught out.

Maybe when caught the cheats should just claim "sloppy accounting" as Eliot Morley did when he scammed £16,800 housing benefit for a property he'd already paid off.

so its ok for the politicians to steal even though they are paid obsene salaries but someone who is trying to keep a roof over their head and food on the table its off to jail. Im not condoning the people who deliberately con the system out of millions but you have to ask why in 2009 there are 210,000 scottish children in poverty yet a mp can claim nearly 2 grand for a duck house that the ducks didnt even like!

I appreciate the comments bout MP's but still detest the benefit cheats. Every golf course in the country has its share of the sair back brigade who still manage 18 holes several times a week. All cheats, MP's and scroungers take money away from those who are genuinely in need of funding and it has to be stopped.

at least we might get some of this money back and the people who falsely claimed it will be dragged into court and face a couple of years paying it back and the fine .they will struggle to feed the kids .unlike the politicians who will get accountants and lawyers to work out a way to fiddle out how to pay back the minimum amount and continue to fiddle next term as well

Like most of the other posters here, I thought this headline was for another story about our terminally corrupt politicians, led by our very own Al Darling, the Chancer of the Exchequer; so incompetent he can't even work out his OWN tax bill without help, paid for by the rest of us!

I hope they are all caught and made to pay it back including politicians.

IO'd have no problem in blowing the whistle on anybody I found out that was defrauding the benefits system.

I'm working hard and paying my taxes but not to feed them etc while they lounge about or work tax free on the side.

Couldn't the benefit cheats just apologise and say that they would stand down from being a benefit cheat in a years time whilst adding it was all just an administrative mistake and that they didn't realise that they were employed whilst claiming benefit ....

Time to see the MP's in court AND some of the Edinburgh City Council who's ego trips have cost the taxpayer £100's of millions let alone a few duck ponds!!!

Thats on way to look at it I suppose. But I dont see any mention of a Golden Handshake or a fat pension here and nothing about any knighthoods, company directorships or any of the other perks on offer. Did any of these benefits cheats claim for second home allowances or mortgages on expenses or central heating costs etc.

what happens when they get caught?

they have to pay it back in instalments....out of there benefit which wont get stopped cause ye have tae think o ther families who widne get fed cause they dinnae work and they might turn to a life o crime so its easier and cheeper to keep payin them to play golf everyday and let the taxpayer pick up the tab
