A PRIMARY school pupil has received counselling for alcohol abuse after being picked up by police on the streets of Edinburgh.
The ten-year-old was found during an operation to target underage drinking in the south of the city.

The child was the youngest of 59 underage drinkers who were referred for specialist counselling from the NCH children's charity, which runs Help for Young People in Edinburgh (Hype).

Alcohol abuse among youths has been a major problem in some parts of south Edinburgh for years, but the referral of such a young child has shocked the local community.

The statistics from the pilot scheme were released to the city council's neighbourhood partnership for Liberton and Gilmerton.

Local councillor Ian Murray said today: "The referral system has been hugely successful, and it's good that the police are doing something about this.

"But a ten-year-old (being referred] is utterly extraordinary – this child will have gone to alcohol counselling, which is severe.

"It's a worry for everyone, but these are the extreme cases. There is still an issue with underage drinking in south Edinburgh. The vast majority of youngsters who drink get their alcohol from off-licences, get someone to buy them it, or get it from their parents."

Most of the children referred for counselling during the project, which ran from July to December last year, were aged 15 or 16.

The project has been hailed a success, and the referral initiative will continue, while training on alcohol abuse will also be offered to local schoolteachers.

Separate crackdowns also included high visibility police patrols and the deployment of CCTV vans. A total of 350 litres was seized from teenagers by officers in the space of two months.

Earlier this month, the Evening News revealed that 11 Lothian children aged 12 and under had to spend at least one night in hospital due to drinking alcohol in the year to last April.

Those figures were described as "chilling", while experts warned that children who start drinking so young run the risk of developing serious problems in adolescence.

Edinburgh's outgoing drugs and alcohol tsar, Tom Wood, a former Lothian and Borders deputy chief constable, said the scheme was an "interesting experiment", which avoids "criminalising" youngsters.

"The number of 15 or 16-year-olds referred is not unusual, but it's very exceptional to refer a ten-year-old," he said.

"Normally, it's from the age of 13 onwards. This problem has been around for some time, but we are now prioritising it."

A police spokesman added: "This pilot scheme in partnership with Hype has resulted in a number of referrals, and has given those young people the chance to address their behaviour."

not one mention of the parents. If your 10yr old is brought to hospital for being drunk in public then you as the parent have committed a criminal act of negligence and child endangerment and should be charged with this crime. Nothing changes here because we have a permissive, politically correct attitude toward crime and criminals and think that everyone is able to be rehabilitated.

I'm afraid the problem is that the parents just don't care, or are probably alkies/junkies themselves.

Merely a result of a generation of neds who will sh*g anything, and don't have a clue how to bring up kids as they don't have a clue themselves, apart how to claim every benefit that is going

This kind of thing is not acceptable, but why the hell is it front page news?

This kid is in a TINY MINORITY. The fact that this has happened does not mean that there is a big problem or that all kids are going down this route.

This is knee-jerking of the highest order.

Rather than address the problem by arresting the parents and taking the neglected children into care, we provide counselling and most likely an Outward Bound holiday.

As a society we seem to have resigned ourselves to a generation of kids too drunk to go to school. Why don't we then save taxpayer cash by closing the schools and opening pubs for 5-18 year olds? Perhaps once they're all drunk, we'll finally decide to take this problem seriously.

instead of paying £56k to redo the parliment bldg exhibition and £20k for a new sign identifying same bldg why not put the money into useful after school clubs where kids who have nothing better to do can go and learn a skill or have the kind of fun kids should be having rather than the unsocial kind. Staff these places with adult leaders who are there because they CARE about the kids. If kids have somewhere to go where they feel important they'll go and they'll thrive. These kids have been made to feel completely unimportant by the adults in their lives and while drinking makes them feel tough it also masks the pain... for a while anyway

Why is our council dishing out even more drinks licences when we clearly have a problem which is of our councils making with the liberalisation of alcohol.

By the way, there's now a new outlet for youngsters to get alcohol:

Don't leave drink on the tables on the streets in Edinburgh's new cafe culture.

The youngsters will take it and drink it as the pass them by if there is any left unatended.

It's now time to call a halt to this liberalisation of alcohol in Britain now. It's gone far enough, and it's causing problems all over the country.

It's very worrying that he's drinking some kind of lager out of a tin. That indicates an uneducated palate. Perhaps the Campaign for Real Ale needs to open a youth division to persuade him of the benefits of drinking tasty real ale out of bottles.

Another example of how out of control the youngsters are today. When I was that age my mother would have took the stair rod to me if she slightly suspected I had drank alcohol. This certainly made me think twice when offered alcohol at a later age - it certainly put me off booze. These days the kids do as they please - as they believe everyone else takes the blame for their violent, abusive, inappropriate behaviour. The do-gooders have made them believe they are not responsible for their actions. The only way to sort this is to bring back hard physical punishment and hanging - its the only way to teach the little monsters a lesson.

#21 - You're needing help. All your posts on a whole variety of subjects end in the same result - a sound thrashing followed by being hung.
As for the drugs and alcohol tsar Tom Wood - Hype is a relatively new charity directed at a specific area of concern so it is hardly surprising that figures of referrals will go up, particularly where youngsters associate with older youths. Doh!! Still, one last "rent-a-gob" quote before he clears his desk.

#22 - you obviously live a cotton cocooned world - you are so much a do-gooder. Well when you meet this vicious, drunken thug one dark night and he carries out, what other youths do to me - you will soon be asking back for the good old days, when such monsters were severely thrashed by respected adults. People like me, who suffer everyday because of the little monsters, should have more say in their punishment - and it will not be nice. It's people like you that give the feral youth the green light to do what they like, when they like, without punishment - shame on you. You are as much responsible for this 10 year olds problem as his parents.

Cmon Gorgie Tony, who are you and whats the joke?
Are you some kind of comedy act?
25

archie12,

20/05/2008 18:22:55
Yep, once again, thrash thrash thrash. What was it that happened to you as a child that makes you hate the police, hate youth, hate women (well, you are, aren't you?) and desires that everything be thrashed senseless?
BTW, I'm not a do-gooder, just not a solitary headcase.
26

Gorgie_Tony,

Edinburgh 20/05/2008 18:29:34
#25 - you have a lot of misconceptions about me!! So don't start on me personally - it's a sign that my comments have struck a string of truth. I do not hate the police - despite their failings towards me. I do not hate youth - only those that abuse and assault me. I do not hate women - what makes you think that one? In my day I was severely thrashed for the slightest little thing. This brought me up to respect others, do not commit crime, and generally be a good person - therefore I see thrashings as the only way forward to restore law and order in this country. It never did me any harm, and it certainly wouldn't do any harm to the youngsters of today, who are free to run riot and know they will not be punished.

#2 the authorities know exactly which shops are selling booze to kids but will do nothing about it due to political correctness.

#26 - Read your comments about me again and then see who's guilty of misconceptions. Read your inane comments on a wide variety of subjects over many months. Cop hating, women hating, car hating ......
Your answer to everything is to thrash it. Thrash the police, thrash those who don't like trams, thrash youngsters, thrash everybody who doesn't like thrashing .... thrash thrash and thrash again. Geeee, and you say it didn't do you any harm? Something did.

This reporting that ten year old is receiving alcohol council and that some nine year olds are drinking is appalling.
Here in the USA, most nine and ten year old children do not actually know what alcohol is! If asked, they think it is the antiseptic to put on cuts! Nothing drinkable. These kids here get off on Kool-Aid and Orange Juice. Geez.
