Did you honestly expect the study showing the derivation of the 17% figure to be published? That's so 1970s, how quaint.
What seems to happen these days is that we hear about these seemingly random numbers which are bandied around for as long as it takes to make up a new, better sounding number and the old one is then quietly dropped.
As the old quote goes (and varies, depending who you ask) "48-98% of all statistics are made up".
