CHINA has detained 22 people suspected of operating an underground network that intentionally adulterated milk with the industrial chemical melamine. The contamination has led to the nation's worst food safety crisis in decades.
President Hu Jintao appeared on yesterday evening's main news bulletin, calling on the country's dairy industry to step up supervision and pay attention to product quality, underscoring the leadership's determination to resolve the scandal.

"Fo
od safety is a matter of the health of the people," Hu told the head of a dairy company in the eastern province of Anhui during a visit to a farm, shaking his finger.

The arrests, news of which was carried on the official Xinhua news agency, were the third mass detention of suspects in the contamination, which has made more than 50,000 children ill, caused the deaths of at least four from kidney stones, and led to recalls of products at home and abroad suspected of containing adulterated Chinese milk powder.

On 14 September, the government said 19 people had been detained, and on 19 September, 12 more.

Yesterday's announcement said that police officers in northern China, the nation's biggest dairy production area, had raided more than 40 farms and milk plants in Hebei province and seized more than 220kg of melamine, commonly used to make plastics and fertiliser. In food, it falsely inflates the nutritional value when tests are carried out.

The government accused the group of producing melamine in underground factories and selling it to dairy farms to adulterate the milk for profit.

Over the past week, a growing number of global companies have been drawn into the scandal after tests showed that some products had been produced with melamine-tainted milk products from China.

On Monday, Cadbury, one of the world's biggest confectioners, said that some of the chocolate it sells in Hong Kong, Taiwan and Australia, all produced in Beijing, had tested positive for melamine.

The company said that the products affected had not gone to other countries.

Yesterday, Unilever said it was recalling four batches of its Lipton-brand milk powder in Hong Kong and Macau that contained traces of melamine.

Last night, the Dutch food safety watchdog said it had found slightly elevated levels of melamine in biscuits imported from China and sold under the Koala brand. They were taken off the shelves, but the chance they made anybody sick was "extremely small", the Food and Wares Authority said.

In China, though, the milk scare has set off a minor panic. Sanlu Group, the country's biggest maker of infant milk formula, has its HQ in Hebei province. More than 200,000 children have been brought to hospitals there to be checked for melamine contamination or kidney stone problems over the past few weeks.

Last week's figure for children affected, about 53,000, has not been updated, nor has the government held a news conference recently, detailing its findings.

But it has tried to assure consumers that the country's dairy supply is safe, reporting that hundreds of tests since 14 September, involving some of the biggest dairy makers, had not detected melamine.

The arrests are a good start but I hope it doesn't stop there and that they get the top people involved, whether they be politicians or food inspectors, you know the rot goes a long way.

Well,Postit, I agree. However, perhaps you should be a tad more cautious with what you write. They may be watching you, and you've a family now:)

This lot are 'dead men walking' if found guilty! With what is at stake trade wise and with the eyes of the world upon them, the Chinese will root out all of them, guaranteed. No cover up either.Reason? There are lots more on the promotion ladder who will gladly see the obstacles to their rise in power eliminated. All of them should pay the highest price for their crimes,ALL of them.

#2dogs in D.C, If you believe what you have written, you should broaden your horizons a wee bit more.No one in China would turn a hair with the comments either Postmark or I have uttered. You are about 50years behind the times. You live in a "Free Society" with freedom of speech, because no one listens to you!

Just funnin' Guys. Don't get all in a wad. I respect China for the very real possibility that you will be the next world power. As I believe that all things move in a circle, you are due. And as far as I know, the circle started in china. And as they say, what comes around, goes around. Have fun with being feared and hated and respected, and disrespected. Again, just funnin.

I know you're kidding double dog, but in all honesty, what I and others here in China have said in this forum is welcomed by our government, for they know how serious of a situation this is and that it won't go away on its own. I am a staunch supporter of the Hu Jintao led government because I can see on a daily basis how things are improving and that in the long run they will make this place enviable to the rest of the world. It takes time however for there's a lot that needs to be done and you'll see many more things get exposed in due time. Our biggest problem is the sheer size of numbers in our population, due to that much can and has been hidden, and it takes longer to expose. The beauty of a one party system however is that they can go on unobstructed and do what needs to be done, without all the infighting that multiple party systems like yours bring.

#8, yes, Hitler thought the same way.
I'm suspicious of any country or anyone who thinks that only one voice has the right to speak.
Tiannamen Square, and the images of ordinary students demanding liberty being crushed by jackbooted thugs, is too recent and too bloody to forget-and there are many in the West who won't forget.

#9 Scullion,
Well Scullion, that's in the past, it can't be changed and definitely should not be forgotten and learned from, and that is what's happening with the Hu Jintao government. They care and are cleaning things up, although at a snail's pace, but like I said to double dog, it is difficult when dealing with as many people as we have to.
I come from Canada and corruption there is rampant as well and you're dealing with a mere 33 million people, far cry from the 1.3 billion we're dealing with.
Right now you're dealing with your listeria outbreak and that could be due to criminal behaviour, but I don't know so I won't point fingers.
At any rate your muliple party system didn't save the lives of the 18 people who died, so one party or multiple, corruption will always be there.

#10 - Time spent in China definitely brings examination of one's own country into focus. Yes, Canada and other countries are not immune to corruption, cronyism etc. In the listeria situation (more likely precipitated by not stringent enough cleaning processes than by criminal activity - most would agree with that)however, there has been an openness about investigating the causes.
Yes, everything in China is defined by the size of the population.
I'll take our multiple party system over totalitarianism any day though!
Sounds as though you've settled in China!

#11 Helene,
Yes, I've settled well here in China and loving it. No it's not perfect, but has Canada beat in almost everything in my opinion.
I've seen too much infighting with Canada's multiple party system, and I've seen time and again nearly all election promises broken, teaches our children to lie and and have those lies accepted.
You must remember how our own beloved Mulroney had the nerve to sue us and win, something you and I as the taxpayer had to pay for. You saw what Paul Martin did to scam the public and rip them off for billions following faithfully in the footsteps of Jean Cretien, and yet our votes did nothing to stop it. No Helen it's not the one party system that causes problems, just the people running them, and in China's case we have good leadership now and I have faith in them to clean China up slowly but surely.
As far as your listeria outbreak goes, if indeed it was a hygiene problem, it sounds as if the food and health inspectors failed to do their job, for whatever reason(s), could be due to being paid to look the other way, I saw that happen too many times in the Canadian construction industry, inspectors paid off to look the other way. Whether they were building inspectors, electrical inspectors or numerous inspectors across the industry such as safety inspectors working for the WCB. The same can be said for the oil patch, every rule gets broken there as well, but too much money comes in from that to cause too many waves, yet family after family suffers when their loved ones either die or get seriously injured.
We can talk about the forestry industry, same thing there, nothing but abuse, and people within that industry are dropping like flies while the big shots sit back and collect their million dollar cheques.

From AAP:

"China's leading internet search engine Baidu says a PR company acting for milk producer Sanlu twice asked it to screen out negative news about the contaminated milk scandal.

But Baidu rejected the requests when they came last month, a company spokeswoman said from Beijing .

She was responding to New Zealand and Australian news reports at the weekend suggesting Sanlu had agreed to buy $640,000 of advertising with Baidu in return for stifling the negative publicity."

Everyone pouring vitriol on the Chinese and yet not one word of censure on the other 46% owner of SanLu Milk Company, Fontera of New Zealand (NZ Government owned)Don't they also have a duty of care?.To their credit they were first to air their concerns with the Chinese at complaints. What were their "ON SITE" Board Members and staff(on fat cat salaries),who are resident in China doing all this time?
