Shopping malls ready to bag parking charges for first time

SHOPPERS are to be charged to park at the shopping centres in Livingston, it has been confirmed today.
The owners of The Centre, which includes the former Almondvale Shopping Centre and the new Elements Square extension, will charge a flat rate of 50p for any visit for up to two hours, or £1 for up to four hours.

It is the first shopping centre in
the Lothians outside Edinburgh's city centre to introduce parking charges.

The charges could rise to a maximum of 50p an hour within the next two years.

West Lothian Council leader Peter Johnston, who has been fighting against the "wholly inappropriate" charges, said the move will not be popular with already hard-pressed shoppers.

However, he added that the charges are still cheaper than the city centres of Edinburgh and Glasgow.

David Smith, leasing director at The Centre's owner, Land Securities, said: "Car parking charges are not the major consideration when selecting a shopping destination – we believe shoppers are attracted by quality and range, as well as scale.

"Livingston is a vibrant town boasting 275 stores. Its retail and catering offer is superb, with anchor tenants M&S and Debenhams at The Centre and a high-quality tenant mix at Livingston Designer Outlet.

"The car parking tariffs we have set at Livingston are extremely competitive. Therefore, we believe that the town will continue to attract shoppers from throughout central Scotland."

In Edinburgh, the price of parking ranges from 70p an hour to £2 an hour.

The other main out-of-town retail locations – The Gyle, Fort Kinnaird and Ocean Terminal – are currently free to park and there are no plans to introduce charges.

Livingston's parking charges, which will apply at The Centre's three car parks, as well as the two car parks at Livingston Designer Outlet and at the retail park, are to come into force around July.

Land Securities said it made the "difficult" decision to charge for parking as a result of "the increasing construction and land costs, which no longer make it economical to provide free parking".

The charges apply between 8am and 6pm.

Cllr Johnston said: "The decision to introduce car parking charges is not going to be popular with visitors and we would have preferred charges were not introduced, especially given the current economic climate."

EXTRA SPACES PROVIDE BOOST FOR SHOPPERS
SHOPPERS in Tollcross have been given more than 50 new parking spaces to use.

Council chiefs have finished work converting bays around Tollcross into four-hour maximum stay in streets such as Lochrin Buildings and Gilmore Place.

The move followed requests from local businesses for more parking.

John Saunderson, who runs Saunderson Butchers and is spokesman for the Tollcross Traders Association, said: "I hope these spaces will not be abused by local traders as the main purpose is to encourage more customers into the area."

Dumb decision. I agree with #1. The free parking has allowed Livingston to attract shoppers away from Edinburgh with great success. Yes, finding a space can be difficult at peak times, but that just shows how successful Livingston's strategy was. With the parking charges, coupled with less disposable income, they will start to drive shoppers away.

Maybe the Livingston folks were just feeling sorry for their poor Edinburgh colleagues as Edinburgh's councillors continue to destroy the city, and felt they had to do something to even things up a bit?!?

Mmm.... while I agree its cheaper than Edinburgh, and in return you get FAR FAR better choice, they might find people either going to other centres, or parking in nearby residential streets.

Bad decision IMO, and i think it will get scrapped soon!

I never minded incurring additional petrol costs driving to Livingston when I could park there for free, but now I'll stick to places like the Fort or the Gyle for out of town shopping.

As long as I can remember, car parks---whatever car parks, have charged for parking. The concept of free parking has only come about on the tide of out of town shopping malls and hyper-markets. Provided the charge is reasonable, I don't see a problem. 50p per hour is reaonable.

What I do have a problem with are extortionate "penalty notices", issued without the backing of the law and incorrectly to boot.

Try shopping in Cambridge. 3 hours parking cost me £4.80. The biggest problem with parking charges is that you have to keep your eye on the time, and for a family doing a spot of shopping with a break for lunch, 4 hours will pass before they've noticed it, and then comes the penalty charge which immediately takes away any enjoyment they may have had.

Everyone will complain and whinge about it and then pay it.

I remember when they started charging for parking in East Kilbride and everyone was up in arms for a couple of months...and then paid it.

It's cheaper to pay £1 to park for an hour in Livingston than it is to drive to Braehead after all!

Terrible decision, but everyone knew it was coming, since the McArthur Glen car park opened. Can't blame the owners for doing it - it's an easy way for them to make money.

50p for 2 hours isn't bad, but at 100% inflation in 2 years, it'll soon start getting expensive.

When these charges come in it wont be long before you see resident parking introduced in surrounding areas.

There are hundreds of places to park in and around Dedridge, Howden and even at West Lothian college where there are no fees, its less than a minutes walk and its easier to get in and out of when its busy. (you can wait 20-30 minutes to exit the 'glen multi story thanks to the exit lights at peak times).

Once people click on to the 'free' spaces then the local residents will be up in arms because they'll have nowhere to park.

That's very true - and part of the reason I take the train or bus into Edinburgh if I can ....

My point is just that Land Securities have made bucket loads of money on Livingston. The shops are very popular and there is no need to charge. Have you seen the amount of parking there is? They'd be absolutely raking it in while we're all struggling to make ends meet right now. No no no no no. Won't pay for parking there.

Ocean Terminal didn't succeed with parking charges -did it?

Did anyone think free parking would last once they'd got more people going there rather than the city centre. They've waited long enough to get shops out of the city and into their places before they've done it. Watch those parking fees rise and with them an explosion of clamping and towing.

Now if you had an efficient,user friendly transport network,parking would not be a problem.ie Here in China, we have a bus service (modern, clean efficient,often crowded but not uncomfortably so.Particularly if you choose your times carefully to avoid peak periods)to 3 major shopping complexes.Carrefour,Wal-Mart and Hua Lian (a Chinese equivalent of the other two) In the city centre area, there is a multi-route service to Hymal (Tesco),and they are frequent and FREE!!!!

I agree with #17. Paying a reasonable amount as you leave is just about tolerable, but excessive penalty charges ensure that I never return. And don't even think of going twice in the same day - you'll risk a penalty charge for allegedly parking all day!

The Free buses mentioned in my previous at 48, would bring them lots of customers.Here they are always well patronized.Now when it comes to making a buck, no one and I mean no one can call the Chinese slow.They are experts at extracting money from shoppers.Now if they can provide free buses on multiple routes, then it must be profitable!
Why is it, my recent and (distant) memories of UK are of grasping, shopping centres, where service, on the whole is pathetic.A contradiction of terms, expensive,but cheap and nasty about covers it.They are running themselves out of business.They don't of course care about the inhabitants of Livingston.Greed blinds them.It will be their downfall, and serve them right.
