MORE than 150 cars and motorbikes are being seized from motorists caught driving without a licence or insurance every month in the Lothians.
The police blitz on illegal driving has also seen a third of the confiscated vehicles turned into scrap or sold after the owners failed to reclaim them.

Motorists caught without a driving licence, valid insurance or a tax disc can have their vehic
les impounded under laws launched in June 2006.

Between January and the end of September, 1387 vehicles were seized in the Lothians, with 846 being taken off the roads in the Capital alone.

Motoring groups today welcomed the seizures, which they believe are cutting accidents. Retired police inspector David Legge now works as the force's vehicle recovery liaison officer in charge of disposing of the confiscated property.

He said: "If a driver has the mindset where they don't have a licence or pay insurance, they are more likely to be involved in an accident. They are also more likely to be involved in future criminal offences involving the vehicle.

"Taking those individuals off the roads is better for everyone."

The nine-month total represents a drop on last year's average seizure figures when around 200 vehicles were being taken from road menaces caught by police.

It is understood that seizure rates have decreased by around a quarter for this year in part due to the impact of removing more than 4000 vehicles from offenders.

Owners have to pay a £105 removal fee, as well as a daily storage charge of £12, to have their cars returned. They also have to provide documents proving they now have tax, insurance or a licence.

A total of 485 vehicles were scrapped or sold in the first nine months of this year, with the profits from sales going towards storage costs. Senior officers also said the clampdown has uncovered other crimes, such as drug possession, and bolstered police intelligence on offenders.

Police are also finding that a large proportion of drivers having vehicles seized are immigrants from Eastern Europe. Many are unaware of the stricter regulations in Scotland, but some are deliberately seeking to cut costs and blame any offence on a lack of legal knowledge.

Neil Greig, policy chief with the AA, said: "Surveys continually show that law-abiding drivers are more than happy to have the strongest possible sanctions taken out against drivers who take to the roads without tax or insurance.

"

Earlier this week, it was revealed that more than 80 cars and motorcycles have been seized by police in the Lothians during the last nine months as the force steps up operations against antisocial driving. Youths terrorising local communities by driving in fields and in estates are among those who have been targeted by the crackdown.

Officers have also issued 612 warnings under antisocial behaviour laws since January, with the drivers facing having their vehicles confiscated if they offend again.

I am astounded that there are approximately 150 uninsured/unlicensed vehicles caught every month in the Lothians, if you are involved in an accident with one of these characters where does that leave you insurance wise? another thought is that one of these characters if involved in an accident with a pedestrian is more than likely to be a hit-and-run driver, I mean they are not going to hang around to be hit for their lack of insurance as well as the accident. I hope the courts hammer them and not just hand out a paltry fine and driving ban.

The figures quoted are not correct, however are those for England. Due to devolution in Scotland we now pay more. It is £150 removal fee and £20 storage per day. While I can't say too much at the moment there are also legitimate victums of this chnage in the law and the police are abusing it.

#1 Could not agree more this is one of the most sensible changes to the law we have had in years. Now beef the fines up to match to really deter these monkeys.

Well done the Polis keep up the good work and rid us of these pests.

And how are the Police abusing it? It benefits the cops on the beat only in that it takes wheels off idiots that shouldn't be driving, therefore making their jobs easier.

Unless you can come up with some secret evidence that you "can't say too much" about.

How can there be legitimate victims of the cahnge #3??

You either have a license, tax or insurance, or you don't!

High Octane Motormouth is AWOL because he's having to walk everywhere now after the recent crackdown on antisocial boy racer eejits. Pity, it's always amusing how he finds some way to complain about any restrictions on his selfish and dangerous behaviour like this.

They seem to have overlooked the untaxed van advertising a nursery that's been parked up (with a flat tyre) in a lay-by at Wilkieston for over two years now.

The above article does not actually confirm if these people are charged eventually with driving without a licence/insurance/road tax/MoT etc. ?

#8:

I'm still here. Don't worry.

Jenny:

This "crackdown" won't affect me because my vehicles are fully road legal and I don't indulge in the kind of "driving" outlined above.

It may come as a surprise to you to learn that I actually support action taken against dangerous and incompetent drivers. I do not, on the other hand support draconian enforcement of laws with the intention of relieving the motorist of as much money as possible and I also do not support rules imposed on us by people who know nothing about driving and are just responding to a nanny-state knee-jerk reaction.

I am right behind genuine efforts to make our roads safer and in fact, if it was up to me, hundreds of thousands of people simply wouldn't have licences because they are incompetent. Sometimes you get confused about me Jenny.

Prison is the only answer. Surely these are the same drivers doing it time and time again.
15

Hmm ...,

05/11/2008 16:16:50
... whilst I agree with seizing vehicles of unlicensed or uninsured drivers, police make no allowance for computer errors - DVLA records are notoriously inaccurate. See this appalling case where Lambeth Council wrongly crushed a valuable old Bristol car WHICH Was EXEMPT FROM ROAD TAX! See http://www.tyresmoke.net/forum/classics/91685-lambeth-council-crush-classic-bristol.html

Actually, you're wrong. It's £105 up here. Hey ho.

How exactly are there legitimate victims of this law? The only vehicles being seized by the police are those belonging to drivers with no Licence/Insurance. These people are in fact CRIMINALS, not victims. Eejit.

#15

A sad story and hardly good PR for the local council. Bit harsh to blame the polis though - they have no authority to uplift untaxed vehicles.

surely a good thing these people don't give a figg about you .usually up to no good drug dealing or robbing a off license or a granny the cars may not have a mot so even if they are driving within the limit the car could be deadly if hit by another

how revealing that no post mentions our friends from the East! I have seen so many banger cars [g, l, m Reg], noisily, pollutingly driving around full of Polish guys. a number are parked in leith and don;t have tax discs. The unrestricted resurfacing of these polluting machines (which of course are not worth insuring or taxing, therefore aren't collected from the pound) blatant increase in drink-driving. dangerous driving incidents can surely be directly related to the influx of these workers. sadly, all in the inroads into car safety and stringent MOT-ing has been put back in some quarters by about 15 years! pah!

Half hour programmes on TV made up of footage from numerous police forces because it makes for good entertainment doesn't mean that's what happens to all uninsured cars as a matter of policy. Your posts normally accuse the police of inactivity but you manage to rave as much about them doing something well. It gives the impression you are a fool!

Well done sir. After years of posting dross on this site, you finally weigh in with a valid posting.

Gorgie Tony for first Minister.

PS - It's bonfire night Tony, bet you're kakking it in Gorgie with all those Feral youths running amok.

Once more the police harrass the poor motorist. Can they possibly prove these drivers will commit more crimes? Hard up people will take a chance and not pay road fund tax. The chances are they are more careful so that they don't have a bump, so that they don't get caught. How many muggers, intimidating beggers and fraudulant councillors have they caught this month?
