Queen tells Scottish parliament to build on strong foundations

THE Queen urged the Scottish Parliament today to continue to reflect the "priorities and aspirations" of all the people of Scotland.
The call came in a speech to MSPs to mark 10 years of devolution in Scotland.

To make the speech she travelled the short distance from the Palace of Holyroodhouse, across the road from the new Parliament building.

She inaugurated the new Parlia
ment in its then temporary home on July 1 1999 and today was the sixth time she addressed the MSPs.

Her audience included children born exactly 10 years ago, for whom a party was later held by Holyrood authorities.

In her speech the Queen recalled "the great sense of anticipation throughout the United Kingdom" as the first Scottish Parliament in nearly 300 years assumed its legislative powers in 1999.

She said: "In my address, I noted you had set yourself a great challenge – to be a modern Parliament, one which connects with the people of Scotland in a climate of openness and accessibility."

She had since followed its progress "with great interest" and had been struck by MSPs' spirit of "engagement and innovation" as they sought to fulfil their commitment to serve the people of Scotland.

The Queen went on: "Over this last decade, members of the Scottish Parliament past and present have worked hard to address the issues of real importance to the Scottish people and have firmly embedded this Parliament as an institution at the heart of Scottish life and culture.

"Your challenge over the coming years is to take the Scottish Parliament forward on the next stage of its journey, to build upon those strong foundations, to ensure that it continues to reflect the priorities and aspirations of all of Scotland's people and to retain the public's confidence and trust."

Arriving at the Parliament earlier, the Queen and Duke of Edinburgh were greeted by Scotland's party leaders in the Garden Lobby.

They met First Minister Alex Salmond before being introduced to Labour leader Iain Gray, Tory leader Annabel Goldie and Liberal Democrat leader Tavish Scott.

The Queen, who appeared to be struggling with a cold, wore a cream outfit with a faint black pattern.

She was accompanied by Presiding Officer Alex Fergusson, wearing trews in the Scottish Parliament's own tartan.

The Queen and Duke arrived in the main chamber to a fanfare by the Royal Scottish Academy Brass.

SNP MSPs sported traditional white roses of Scotland in their lapels, continuing a tradition established 10 years ago.

The symbol takes its name from a poem by Scots poet Hugh McDiarmid.
The Presiding Officer told the Queen and guests that engaging with the public had been the "defining characteristic" of the Parliament.

It was on course to receive its 2.5 millionth visitor this year and had welcomed 55,000 schoolchildren through its education programme, he said.
The Presiding Officer said: "In our 10th anniversary year, we find ourselves in a Parliament that has established itself as one of the most open and innovative in Europe.

"But we must never rest on our laurels and that is why we are using our 10th anniversary as a platform to further strengthen our public engagement work."

Mr Fergusson said the Queen had offered "gentle encouragement and wise counsel" on the five occasions she had addressed the Parliament.

And he told of the different characteristics of the three parliamentary sessions so far.

The first saw the formation of a coalition government, the second saw a "rainbow Parliament" of seven parties and the third had brought minority government for the first time.

"In each case the Parliament has continued to make new laws and to hold the Government to account on behalf of the people of Scotland.

"That it has been able to do so through periods of considerable development and change is a credit to all those who have served as its members as well as the staff who support them."

0 years of Scotish parlementary, goog news and what about alcoolism, poverty , drugs, ...Scotland have lost many of his self during the England occupation of Scotland. The old Scotich speak only Gaelic Scotish, and traditionaly the Scotich before the english invasion was a peaceful poeples turned to the poesi, litterature and the sea. But when the germanic tribes of teh ENGLES-SAXONS-NORMANS-VIKINGS have become attaked the old territories of Scotish, the Scotich was defeated easilly by the invaders because as oll celtics populations , the Scotich was a peaceful poeples who dont thought make war because the old Celtia was protected by the sea. But the invaders have battled the peaceful indigenous poeples and imposed the new empire and the new language based in English against the Scotich Gaelic, and one of famous descendant of this period is the Sir Tony Blair and his famous engagement for peace in Midle-Est and others region, and Salmon was one exemples of an descendents of the primitif tribes of Scotich Gaelics, .
I think the priority now is how we can combating the "pig virus"?? I'm very surprised by the inquiry bof the parlementary in this matters. Many arabs government seeking to cancel the pelgrimage to the Mecca for this year. But most poeples was aginst because the pelgrimage was an old ritual 500 hundreds years before Muhamed. The Tunisien governement as the Egyptians governement have appointed a medical and a religious commisions and news papers have writting the probability of canceling the pelgrims of this autumn is great but Egypt as Tunisia, dont want provoc rebelion if the pelgrimge is announced. And what about Scotland?? What the parlementary mesure have adopted to protect the poeples against "the pig influenza virus"??? the international healt have alarmed international opinion the pic of the "gripp porcin" will be in the next autumn.

Priorities and Aspirations of the Scottish people. There is only one word which can describe this and that is, Ladies and Gentlemen' INDEPENDENCE.........

Quite clearly the Queen in telling the Scottish Parliament to build on it's strong foundations, is telling us that we should proceed to Independence.

Over her many decades as Monarch of the Empire, she has seen many many countries take control from their colonial masters, and she no doubt recognises that this is what is now happening in Scotland.

Yes, let us build on the strong foundations and move forward to independence.

#3 should note that "this foreign monarch", through her mother's line, has Scottish ancestry in her own right, and is not as much the 'foreigner' that s/he suggests. And I do not see much evidence of her meddling in affairs she does not understand either, unlike others.
In fact, compared with other leaders, I would suggest that hers is a positive example to follow - of reason, of fair-mindness and toleration rather than of narrow-mindedness, xenophobia and ill-considered and hasty hostility.

Just a thought ...

Nothing like stating the bleeding obvious. Queen TELLS Scottish Parliament????

Oh yes, she came here 10 years ago to GIVE us our powers.

When will Westminster ever get real? The Queen is a show piece directed by politicians as and when it suits.

She didn't come here to TELL us anything she came as a figurehead to WISH US WELL. That's the reality and for that we thank her.

The building on strong foundations is well under way. It's called the ROAD TO INDEPENDENCE.

Yep Bish , you are dead right!
She has worked for the UK since she was born , she has Bowes Lyon blood in her veins , she and the rest of the Royals cost us 69 p each I believe _ great value for money !
Imagine spending your life in the goldfish bowl that the royals inhabit, watching dreadful performances by all and sundry and smiling your way through it until your jaw aches.Or would you prefer to be shown round some mine or factory and told how it works when your interest in such a thing has to be a little limited and smile graciously all the time and being careful of every little word . ( Except in Prince Philips case, I just love his comments!)Then the State occasions where she has to pretend to like her guests, some of whom really don't deserve to be entertained by anyone , but politics gets in the way of everything.
And imagine having to spend time with the riff raff PMs that she's encountered over the years , not to mention some God awful wives!And still she remains polite and calm.
I've often fancied being a fly on the wall in the rare moments of privacy when she can actualy say what she thinks!
Thats been her life accompanied by the smell of fresh paint and new carpets.
Anybody up for the job?
