Green households in line for rebate reward on council tax

PEOPLE in Edinburgh with environmentally-friendly homes could be rewarded with a rebate on their council tax.
The city council has agreed to ask the Scottish Government for powers to reward efforts to go green by lowering home and business rates.

The proposals would see people who have made their homes more environmentally friendly, or bought a home in a
zero-carbon development, get a reduction.

Companies that make moves to cut their carbon footprint, such as installing a wind turbine or putting on transport for employees, would also be eligible for business rate cuts under the plans.

Braintree Council in Essex has been operating a similar scheme, in conjunction with British Gas, since 2004. Rebates on council tax are also provided to householders installing cavity wall insulation.

The plans are part of the city council's response to the Scottish Government's consultation on a climate change Bill which aims to reduce Scotland's carbon emissions by 80 per cent by 2050.

In a separate development, city leaders have agreed to carry out environmental impact assessments on all future plans.

Councillor Ewan Aitken, the city's Labour leader, who put forward the idea of asking for local powers on climate change to the council's policy committee, said: "We now have local emissions targets so we need to the powers to achieve this.

"I was delighted this got universal support at committee. I think there are some issues, like the environment, which transcend politics. This is about giving people another incentive to do something about climate change, where they know their choices are reducing emissions but also bringing them a personal benefit."

The city council has its own carbon reduction targets of 20 per cent by 2015, 30 per cent by 2025 and having a zero carbon economy by 2050.

Councillor Steve Burgess, the Greens environment spokesman, said: "Creating incentives for people to take action on climate change would be welcomed, and I think this would also help to show the impact that individuals' actions can make."

In 2005 the Energy Saving Trust put forward the idea that householders should get a one-off council tax rebate of between £50 and £90 for installing energy efficiency measures.

In its response, the council urges the Scottish Government to investigate the possibilities of introducing new powers at a local level in partnership with the Convention of Scottish Local Authorities.

City leader Jenny Dawe, said: "Climate change is acknowledged by many as the single biggest threat to our planet.

"As a council we have set exacting targets to ensure that good environmental practice is at the core of all of our policies to preserve resources for future generations."

What rubbish, we all know that politicians and Green numpties are the biggest threat to our planet and our society.

This is just another tax scam, how are people in flats supposed to install cavity-wall insulation? Can anyone see Edinbburgh's Planning Department from hell giving New Town homeowners (or homeowners anywhere else in Hicksburg) permission to put up wind turbines, etc?

Only the owners of certain new-builds can hope to gain from this 'legislation'. Just watch, greedy Councillors and 'planners' will be looking to rip-off by putting up the council tax for those of us who cannot comply.

Using less energy is all well and good but why do they have to dress everything up in this utter rubbish?

I really don't agree with this at all. The only people who will benefit from this will be the rich. We would all like the chance to have a wind turbine to save us money but on average wages this is impossible. They are quick enough at getting at the people who put up sky dishes but it's ok for a wind turbine?

I trust they are going to reward those of us who make a bigger contribution to helping the environment than any of the above-mentioned choices: those of us not having a car.

Xena, it's not just cost, but getting permission from the Loacal Authority to install such devices that could pose a problem to many people.

I fear that the danger with this type of'legislation' is that councils like Edinburgh will abuse these 'laws' by leaping at the opportunity to start to charge extra taxes on those who cannot improve their 'carbon footprint' because of planning dictates which they themselves would impose.

I would like to put forward an alternative suggestion which Local Authorities may wish to consider (but probably not).

If they are so keen on 'green' concepts why don't they:

(a) Supply to homeowners with wind turbines, etc. at a very much reduced cost (preferably free).

(b) Instruct their Planning Departments not to refuse permission for all such types of installations, e.g. wind turbines, central heating systems, proper ventilation systems, etc.

Can't see these hypocrites going for these ideas, can you?

I can't see them going for those ideas either, no money in it for them. They are only keen on green as long as there is money to be made. It is just wrong for them to reward those that don't need it, if they can afford these wind turbines etc.,

Yes, I agree with you, there is really no way these people should be awarded a rebate. In all probabilty, such 'foot-printed' houses will be new-builds where these emmission reducing features will have been incorporated by the builders.

I repeat my suggestion above, if Local Authorities want to encourage the 'green' approach then they should pay part (or all) of the expenses involved and should instruct their Planning Departments to be very co-operative and supportive with/of those willing to upgrade their homes.

Nobody should pay for it.

NOTHING we do is going to help anything. In fact it is well documanted by independant researchers that there is no issue with global warming.

The statistics we are generally given are not accurate and are even quite often the wrong ones to make proper judgements.

Our planet is nearing the end of an ice age cycle. For thousands of years the temperature has been rising, it is not lowering. It has been lowering since about 1998, it is a fact. We can expect the temperature to continue to lower over the next thousands of years as the planet approaches a new Ice Age.

Nothing we can do about.

The government, scientist and media are wrapped up in a myth about global warming. They are all too far down the road of spending money and brainwashing the gullable that it is too late for a U turn.

Finally, our contribution to any suggested global warming is so small it is almost unmeasurable. There are thousands of factors responsible for what we are told is global warming.

Excellent post and absolutely spot on.

You are right about there being a huge number of factors which are not attributable to human activities causing climate change. One of the main ones is the Sun, its physics and effects on the Soalr System are certainly not totally understood.

These tax gimmicks are just another (of many) government scams and as far as I can make out, those scientists who are contradicting governments are having their opposing views kept in the background.
