PROPOSED legislation that would see people fined up to £60 for wrongly parking in disabled bays has moved a step closer to becoming law.
The plans, brought forward in a bill by the Labour MSP Jackie Baillie, have been given the go-ahead in principle from Holyrood's local government committee. Currently, 85 per cent of disabled parking bays are not legally enforceable.

The change will make it easier for councils to designate bays as disabled. But, despite approving the general principals of the bill, MSPs on the committee have questioned the cost and timescale.

Good idea. But, as stated, I expect the costs to be excessive simply because Governments can never do anything logically and with(in) a reasonable budget.

The bays may not be legally enforceable but it doesn't stop over zealous wardens giving parking tickets to genuine disabled drivers for minor misdemeanours, ie the blue badge not being shown at the right side of the windscreen etc.

What the hell are they talking about???? It is ALREADY illegal to park in a disabled bay without a permit. Transgression ALREADY carries a penalty of £60.

I've heard it all now. The idiots are proposing to create a law to "reinforce" a law that already exists. Why are the people of Scotland putting up with this abject madness?

Maybe the attention should be diverted to looking at the road markings and signage for parking spaces in general and making sure that they comply with the regulations. Then the EXISTING law would be able to be enforced.

(3) - It is NOT illegal - merely discourteous - which is why the government aim to make it so.

It's not the government, it's Jackie Baillie, who's in opposition.

****** unionists - trying to deprive me of easy parking. This wouldn't happen in an independent Scotland

4 is right - it is merely a courtesy, the police think they can move you on, but they can't. But the disabled can abuse bays too - my neighbour had a bay outside her house, but she DIDN'T HAVE A CAR! She liked to keep it empty in case her son visited,(which he didn't) meanwhile everyone in the cul-de-sac had to drive for miles looking for a space! I would never park in a disabled space, but I made an exception with this one - and her son slashed my tyres.

Are the rules for a registered 'Disabled Driver' and a vehicle classified ‘Disabled’ (for road tax purposes) different in any way?

Some time ago I understood (in England) that a ‘vehicle’ classified as 'Disabled' was allowed to 'Park' virtually anywhere as long as it was being used by the disabled person, or by someone else on behalf of / for the disabled persons requirements (shopping etc!) - which of course, can and did create all sorts of 'arguments mis-understandings etc.- and the facility of much abuse by either Party ( notwithstanding the aspect of Insurance - valid driver etc.) and the pitfalls that could be caused to others if accidents occurred!

It may now be not so in England and it may also be different in Scotland - which it is possible not everyone (anyone?) is clear about, and so the chaos that seems to prevail!

Either way it seems that a great 'sorting out' is urgently required - and the information widely distributed to the Public, and moreso, if any breaches of the ‘rules - regulations - Laws etc’ occur, appropriate penalties to the wrongdoers, as appropriate - must be ‘awarded!’

I cannot help thinking there is probably much wrongdoing carried out simply because the person / vehicle which qualifies for the ‘Disabled entitlement’ - and all that needs to be observed that goes with it - is not strictly adhered to through either ignorance, and or, deliberate action to gain some further benefit of a selfish nature - or whatever - much of which probably is breaking the Law especially from the ‘Insurance’ aspect, which, of course, can and does put many peoples lives at great risk if accidents occur - as they do!

Time is of the essence in this matter - but the years seems to fly by without any positive and clear action being introduced!

As someone who would never park in a disabled spot or on double yellow lines I am becoming fed up to the teeth by the demands of the extreme members of the disabled fraterinty. They are beginning to costs to much and others are being disabled or disadvantaged by their demands.
We should stop cossetting the disabled taleban.

If the disabled want equal/fair treatment/treated like everyone else then let it be so for these extremists.
