Fly-tippers turn fields into giant wasteland

FLY-TIPPERS have turned fields beside a popular nature reserve into a giant waste dump in the space of a week.
Plastic furniture, old computers, televisions, books, clothes and even two pool tables have been piled up outside the Straiton wildlife park near Loanhead.

Countryside rangers have struggled to keep on top of the rubbish left beside the road into the park in the past.

But over the past seven days the problem has mushroomed to the point where the fields now look like a landfill site.

Piles of debris and binbags bursting with litter have been strewn along several hundred metres of field leading up to the park.

There are now fears the problem will become impossible to control as word spreads about the "unofficial tip".

Jo Rockingham, a countryside ranger at Straiton Nature Reserve, said: "It's been an ongoing problem, but it's just got dramatically worse in the last week. It's mainly household waste.

"A lot of animals will forage among the rubbish, such as birds, foxes and badgers, and it could be very harmful to them.

"We have had problems with travellers using the site, and using the nature reserve as a toilet. They set a precedent and dumped a lot of stuff."

The fields lie beside the Eskfield Industrial Estate alongside the access road to the nature reserve, which is a popular destination for school trips.

Residents said workmen had started using the site to off-load their rubbish as well.

Madeline Black, a finance administrator who lives in Mayburn Terrace, overlooking the fields, said it looked like "lorry loads of household waste" had been dumped in recent days.

She said: "The litter and tipping is out of control. There's TVs, computers, clothes, books, records and a couple of pool tables.

"People are sick to the back teeth with the state of the place. It won't take long for this area to be established as a cheap landfill alternative on the fly-tippers' map.

"This is next to Straiton Nature Reserve where school kids are being shown around regularly. I really don't want to think what sort of impact it is having on the animals that live there."

Jeff Stoddart, 52, of Loanhead Farm, who recently gave up the lease on the field, said he had seen vans emptying rubbish there and described the situation as a "nightmare".

He said: "One of the problems is the access. It's a right of way so they can't shut it, but it should be shut for vehicles.

"It's 'fly-by-night' contractors who work for a few weeks and leave all their rubbish. It's not local people."

Councillor Derek Milligan, the councillor responsible for Midlothian Council's commercial services, said the local authority was contacting the landowners to ask them to clear up the rubbish.

He said: " It looks quite dire. It spoils a very lovely area. It's very selfish of people, when they could drive a few miles further to the council site at Penicuik.

"We don't know if it's individuals using it as a dumping ground or businesses. The council can arrange a free pick-up service for most household goods."

Fly-tippers can face up to six months in prison or a fine of up to £40,000 under the Environmental Protection Act.

The developers Landsdowne Holdings Ltd and Peregrine Edinburgh Ltd, who own the fields, could not be reached for comment.

The council should provide free uplift for most stuff, yes it would cost extra on C Tax, but its obvious you cant leave people to do this lawfully,

Though its usually builders that are the main cause of this.

This was totally predictable when they increased charges to commercial enterprises, and also Edinburgh Council banning vans of any nature from the refuse dumps.

There is absolutely NO excuse for this! Collection services are available, as are proper dump sites and recycling centres which accept almost anything! I hate to imagine the dive the dumpers must live in... They probably sleep on piles of banana skins and bathe in baths full of chip wrappers... Get the dumb dumpers campaign people out!!

If you live in the district that was Council of The Year 2006 you would not have this problem. West Lothian provide a fantastic waste disposal/recycling facility for all to use. Quite sensible really!

The council do provide a free uplift service - you phone and book a slot and they'll collect the stuff. Nae excuses for flytipping... Totally agree with No. 6 - plenty places you can go to dispose of your rubbish.

It was pretty well widely expected that an increase in flytipping would be the consequence of new 'greener' policies by local authorities with regard to waste.

Uplifts once a fortnight
extra charges for business
etc

For the record, I recycle all plastic, bottles, paper and cardboard and this morning my grey bin was emptied as it is once a fortnight. Guess what, I already had 2 big bags of general unrecyclable rubbish to put in it and its another fortnight before its emptied again.

What do you suggest I do? Have I basically to now take everything to the tip myself? If so, where is the reduction in my council tax?

It is absolutely no surprise to me that flytipping is increasing.

The answer is pretty simple, put up cameras & employ people to monitor them properly, fine the first few dumpers the maxium under the law(£5000?)and the problem will stop almost overnight.

Too simple for our councils though.

I also recycle like mad, ony to find that some of my delightful neighbours will add rubbish to my bin on bin day - often GLASS BOTTLES, CARDBOARD etc et

Surely if somone with a company van needs to dump something of their own they should be able to get into the local sites but this is not the case hence flytipping.

Nobody seems to have explained the reason why it's happening, other than mistakenly blaming the council (again). Landfill costs money. What's more, the Landfill Tax makes it expensive for businesses to legitmately dispose of their rubbish. And like private business does best - they cut corners, and circumnavigate taxation and dump the stuff on green sites. Enforcement is the only answer, but guess who pays for this? Us lucky Council Tax payers....

A couple of survelience cameras and an instant forfeiture of the vehicle used would stop these instances from happening.

If its a company......same rules and name 'n' shame them........no cases of excuses.

Fines are imposed when caught having a smoke which is invisible..........

Do those responsible not have the common sense - or decency - to drive their vehicles that little bit further and find their way to the nearest council-run waste disposal site? I suggest that we find out who did this and dump the stuff on their land - so how they like it.

As most people are aware builders have been the main source of flytipping for many years now - so why the diatribe against people who are totally against it? Is thomas the tank, in his infinite wisdom, really blaming the greens for this - please explain to us lesser mortals why the breaking of the law by cowboy builders should be blamed on the greens !

And I thought this problem only happened here.
In Mexico, the rubbish collectors often expect a tip when collecting your rubbish, hence poor (and not so poor) people will often leave supermarket bags full of rubbish on street corners, on central verges etc.
If Scottish people are doing this to save themselves a longer car trip, I think the only solution is "free" rubbish pickup for everything.
Society will have to pay but some people will always put their own selfish interests before the rights of the community.

cost in identifying individuals -
cost of chasing around the whole district as the flytippers move from site to site -

all of which will come from your council tax.

Why not make it cheaper and more convenient for people to dump their stuff?
return to weekly uplifts
reduce ctax for those that recycle
instead of making it more expensive for companies to dump, make it cheaper
invest in more recycling and community dumping centres

the current 'solution' has actually caused this problem so maybe alternatives to the original problem could be looked at rather than investing thousands in trying to chase a new problem around the area that is wholly avoidable.

Maybe that makes me a retard or a moron in your mind, but sadly, I think it reflects more poorly on your own thought processes (or lack of them).

This is their 'way of life'. Well, your way of life is illegal so clear off!

Shall we turn a blind eye to folks who turn to robbing others, selling drugs or murder for hire as a 'way of life' just because that's what suits them?

Throw people who set up illegal caravan sites in jail and better yet, SEIZE their assets to pay for the time they spend there and their fines.

I'm sick of having to pick up the tab for the mess they make.

Costs the council around £50K+/year.

you need security guards. this is a third world country and there is a lot of garbage dumped everywhere. however, if you want to stop something, you must pay. example: every store, office building, apt. building has an armed guard 24hrs. banks, at least two guards with side arms and shotguns. malls. dozens of armed guards. searchedf when you go in, monitored going out. even the grocery store employees are watched all the time. when cashiers move, the guard goes with them. even fast food outlets. drug stores, everybody has an armed guard. why ? by law all businesses must spend a certain percentage of their gross income on security. no, its not because we have terorrists or anything like it. i keep reading in the scots newspapers about SHOULD. they should it should be. o.k. we all wish the world was a nice place. its not. but you not they have to do something about it. stand up and be counted. yes you must pay for it. is that the real problem ?

Don't know why you're getting upset GM, it's a tried and tested tactic used in many counties and as it invariably results in a successful prosecution with costs awarded, a cost-effective one. We're all to blame because we buy easily disposable crap. Prime example - it costs £35 to buy new cartridges for a printer that costs £27. The world's gone consumer mental and just lost sight of common sense values.

My parents lived through the war and still have that nothing's wasted attitude rationing and shortages imbued in them. We don't necessarily need to copy but if only we could stop valuing an object's "transience" i.e. being so wary of it becoming out of date then we might start getting somewhere. Technology has so much going for it yet so much to answer for.

GM the technology exists for very small motion sensor cameras to be placed almost anywhere & you and I would never see them. They do not cost more than a few hundred quid. The staff are already in place this just gives them a new tool to use.

Do you think the idiots dumping near Straiton are some kind of master criminals who'd be on the look out for a tiny camera?

If the vehicle is registered in the proper name the police can find the persons responsible in a matter of seconds. If not, move on to the next set of pictures, no point in wasting time looking for a bogus van driver.

Hammer the first few dozen of them and you send out a signal that illegal dumping will not be tolerated. If they move to a new site you just move a camera. It works and its reasonably cheap.

Well lets see, how much do you think it cost to run a dump every year?

Why should tradesmen get to dump their rubbish for free when they charge their customers for removing it from the job in the first place?

There are dozens of dumps in existence already its the lazy and the greedy who dump their rubbish in the countryside.

Do you honestly think opening up more sites will make them more responsible? I doubt it.

The news that books were among the items dumped at Straiton impelled me to jump on a bus and have a look.

First thing that struck me was how small the main dump is. I made it fifteen paces by twelve, and I don’t have long legs. It’s an eyesore and a hazard to wildlife, yes, but not quite the moonscape I expected.

The rubbish is rather piled-up, and I had only an umbrella to dig with (broken glass etc made the use of bare hands unwise) but I quickly confirmed there were numerous books in the heap.

We’re not talking Mills & Boon and obsolete computer manuals either. There were works by Dickens, Thackeray, Victor Hugo and F Scott Fitzgerald, and more recent writers like Alison Lurie, Louis de Bernieres and Barbara Vine. Non-fiction included P J Kavanagh’s classic memoir The Perfect Stranger, the autobiography of Albert Luthuli who won the Nobel Peace Prize in 1961, and a beautifully designed hardback history of Saab, published six years ago. There was even an anthology of Latin poetry. (As it happens there were also a good number of old LP records of classical music.)

Most of the books had already been ruined by heavy rain. Even so, I was able to fill an outsize plastic bag with volumes that, dried out, may find a place on my shelves, or go to a jumble sale or get donated to the pub.

Please don’t dump books, or pulp them, or burn them. Books are innately valuable items and there’s always someone who wants them.

If the Council let private householders bring their large items to the dump in vans/pickups, some (sadly, only some) dumpers would do this. I believe it's barred to prevent businesses posing as individuals.

But the alternative is WORSE. If you make it difficult or expensive to get rid of unrecyclable waste, there will always be people willing to dump.

#42, I agree about the books, that's just criminal.

#42 If waste can be traced that easily, why isn't it being done here? Surely large items like pool tables (or shop fridges, which I've seen dumped in green land the city centre) can be traced?

Could locals not take it in turns to film or photograph dumpers' vans and their plates, and report them to the police? The Council surely isn't going to go to that trouble.

Recently we caught a van with a company name on CCTV dumping tyres outside one of our properties.

I reported it to the police who weren't interested and passed me on the Dumb Dumpers who did nothing about it other than to report it to the council - who did nothing about it.

I eventually contacted SEPA and gave them video evidence. That was the best part of a month ago and it seems nothing's has happened as they were supposed to contact me the following week for a statement.

If the dumpers aren't prosecuted they'll keep doing it.

The police have a non-harassment policy towards travellers provided they are not breaking the law.

However, if they are over 15 yards off the public highway with vehicles and without permission, they are contravening the Road Traffic Act 1988 Section 34.

Quote that when asking to have them moved.

Police dont enforce the environmental laws, SEPA and environmental wardens do.
How many wardens does Midlothian have 2 ( and there main job is being the dog warden and pest control officer)
so the chances of getting caught fly tipping in midlothian = very low to nil.
clr Milligans answer to the problem is get the lanowner to clean the mess up!!! He/she is the victim.
Fly tipping is inexcusable but there will allways be the lazy stupid and corrupt who will do it.

There is only one way to stop this enforce the environmental laws that is Midlothian councils responsibilty.

try walking around Leith or other parts of town. people just dump matresses, chairs or any rubbish on the street and hope it'll be gone when they next look. Usually it gets taken or moved... but the debris is still unsightly and rarely is stuff in the street for a council uplift!

If people are happy to sh*t on their own doorsteps, I'm not surprised they'll dump it out of sight... out of mind. Mindless and antisocial.

It's the same here, you want to recycle and the plant is closed.

Simpler solution, check the trash, find their address and dump a few mattresses, old car bodies, heaps of dog faeces, and soiled nappies, on their property.

As already stated, it's very easy to get larger items uplifted from your doorstep (6 items at a time) by the cleansing department. Do you really think that opening more tips would stop those kind of people from dumping, I don't think so. What gets me is it's probably some soap dodger, benefit scalper thats working on the side clearing houses and not paying any taxes anyway! I have one like that beside me and I have reported him to my local councillor, local police and the council, their answer - I would have to give evidence against him! considering he's the local crime lord, I don't think so!! Why can't the council or the police watch people that have been reported to them, it would be easy, he dissapears almost every night with a full pick up and returns with an empty one, now I don't know of any tips that are open at 8pm.
