In a late-night Commons concession to anxious MPs, Justice Secretary Jack Straw climbs down on making a new code of conduct on parliamentary expenses legally binding (your report, 1 July). In a stroke the government has abandoned the one measure which might reassure a concerned public: making all MPs subject to the same rule of law as the rest of us.
