Wanted: High-fliers, £40k, for Holyrood pest control (but killers need not apply)

SINCE the Scottish Parliament building was opened in 2004, its officials have been battling against constant bombardment from winged menaces.
Now Holyrood bosses have finally admitted the only way to tackle the pigeons and stop them fouling the building is to introduce their own air force. They have asked falconers to tender for what could be a £40,000 contract to chase off the pigeons.

But the idea, originally conceived by independent Lothians MSP Margo MacDonald, has been taken up on the condition that the bird of prey used does not actually kill any pigeons.

There had been concerns that visiting schoolchildren might be shocked by the sight of a hawk tearing a bird apart.

Instead, it is hoped that the birds of prey will be enough to scare them away.

The clean-up bill for pigeons at the Scottish Parliament is footed by the taxpayer and costs thousands of pounds each year. Officials have already spent about £35,000 trying to tackle the problem, including taking nesting baby pigeons away and introducing netting and metal spikes to stop pigeons landing.

MSPs' main complaints have centred on birds nesting in the tower where they have their offices and in the vents and roofing above the members' restaurant.

There have also been regular gripes about the bird mess around the Canongate entrance.

Parliamentary authorities have been quicker to respond to some complaints than others. It took almost a year for the pigeon mess covering the windows of offices in the media tower to be cleaned.

But, after a successful month-long trial last year, costing £4,000, parliamentary bosses have finally opened the tendering process to provide a falcon service for a 12-month, £13,000 contract.

If it is successful, the contract may be extended for a further two years, making it worth almost £40,000.

Kilmarnock-based Stephen Neville, who ran the successful trial last year, said a year-long falcon programme should banish the pigeons.

"I think whoever takes on the bid would need to fly three or four birds for about five hours a day and four or five days a week," he said.

However, he questioned whether it would be possible to guarantee that no pigeons would be killed.

A Scottish Parliament spokeswoman acknowledged that falconers needed to be called in because previous measures had failed.

She said: "Despite some success in the installation of anti-roosting measures, there is still an ongoing problem with pigeons and we've decided to use a falconry service as an additional means to help combat the problem."

Hawks and falcons are used to drive pigeons and seagulls off Portcullis House, the MPs' office building at Westminster, as well as at Hampden Park.

Former London mayor Ken Livingstone also used hawks to tackle the pigeons in Trafalgar Square.

Great, one more thing we in England will no doubt be footing the bill for. Who do I make the cheque payable to or should I just drive up to Princess Street and start handing out tenners? My cousin lives in Scotland, would it be easier if I just went up to his house and built a conservatory?

I wish I was an SNP MP; all they seem to do is make pretty promises about free money and free stuff, which they can’t possibly deliver and for which they expect the rest of the UK to pay for. They show absolutely no gratitude to the Union whatsoever and choose to ignore basic economic facts because it makes them look stupid. They consistently make jingoistic, xenophobic comments tainted with ignorant romanticism but remarkably, loads of folk north of the border believe them anyway, just because they’ve seen ‘Braveheart’ too many times…or they’re bored….or they’re got a completely unnecessary chip on their shoulder.

In November, 2008, records for 2007-2008 obtained by 'The Independent' under the Freedom of Information Act found that the Parliamentary Estate for the House of Commons and Lords, spent a total of £54,323 to prevent pigeons and seagulls from "disturbing the work of the Honourable Members and their Lordships. This sum included, £12,678 for a bird handler."

"A further £1,235 was spent on removing pigeon droppings from the stonework of Charles Barry's neo-Gothic masterpiece."

"In addition, £2,383 was also spent on dealing with sightings of mice, reports of fruit flies and an incidence of carpet fleas."

"Since 2000, the Parliamentary Estate has spent well over £275,000 on pest eradication at the Palace of Westminster."

Red Ken Livingstone managed to rid Trafalgar Square in London of pigeons when he was Mayor by banning the spivs who frequented the Square and had been making a fortune for years from tourists selling them bird seed at exhorbinate rates. Perhaps a similar simple solution is needed in Edinburgh.

Give me an air rifle and some training and I will do it at the weekends for free. Pigeons in their natural habitat are lovely creatures, the mangy, deformed scraggy vermin we have in the city are awful.

Population is directly proportional to resources. Cheaper to put up notices not to feed the birds. Pay a wee cadgy to hang around giving feeding fines to the culprits.Anybody seen feeding birds will be penalised with a £100 or six months filling in cavity walls.

Most schoolchildren I know would relish seeing a hawk in action.

Although as a temporary measure flying bird of prey is effective in moving pigeons and seagulls on, it's not a permenent solution.

What is actually needed is contraception, to stop them breeding. You place it in their food. I think it would be cheaper than flying hawks, but no doubt some religious type would object.

Just think, you could have a new Criminal Code offence - a life sentence inside the Scottish Parliament for any hawk that has the audacity to kill a pigeon. The poor bird would be gaga within a week.

This also opens up untold opportunities for shrinks and grief counsellors. There is a gold mine out there in dealing with all these traumatized children who have witnessed the ultimate horror of a cat killing a bird or a mouse or their Mom killing a fly or a wasp.

We already have that - they are called "Environmental Wardens" and they hand out £50 fixed penalty notices for littering. (Although I did read a recent article that they only handed out 6 fines last year).

And since the bird problem exist throughout the city, let's bring in more than one raptor. I'm sure we could accommodate several territory's.

Would this help? A group of East European gypsy children are regularly seen catching pigeons in Trafalgar Square. They stuff the birds down their jackets & run away ....nice Pigeon Stew or Pie that night I suppose, The polis seem to ignore it.

Well the two Hawks Jack and Victor in Aberdeen seem to keep the Sea Gulls at bay for one organization. I've heard that no Sea Gulls where eaten.

Hopefully they'll scare the pigeons too.
