Concern deepens over cost of Commonwealth Pool revamp

THE cost of a major refurbishment of the Royal Commonwealth Pool is set to soar above its £37 million estimate, officials have warned.
It is feared the project carries a major risk of "unexpected defects and problems that will be uncovered" as the scheme progresses, due to the complex nature of the A-listed building.

Inflation in the building industry is also running high.

lays – caused partly by uncertainty over the future of Meadowbank Stadium – have led to costs rising by around £185,000 a month. The council has agreed to proceed with the pool revamp as a "priority", but part of the Meadowbank site is still likely to be sold to fill a £10.5m funding gap.

The pool scheme involves a major overhaul, but is deemed more urgent than Meadowbank because Edinburgh is due to host the 2014 Commonwealth Games diving competition on Glasgow's behalf.

Council leaders said it would "take time" to redevelop the city's sports facilities following years of "under-investment" by Labour.

But opposition councillors today claimed the administration was to blame.

Labour's culture and leisure spokesman, Paul Godzik, said: "The inability of this administration to show some leadership and take big decisions clearly has a cost. Financially, costs are rising daily due to the continual delay in getting these projects started, yet there could also be a cost in terms of the quality of sports facilities.

"While the Royal Commonwealth Pool project will go ahead, it is clear that the administration is looking to cut back on other facilities, and will not deliver the ambitious plans which were outlined by Labour that would have taken the city's sporting facilities into the 21st century."

His Tory counterpart, Gordon Buchan, urged the administration to return to the original plans for a complete sell-off of Meadowbank, which would fund both the pool revamp and a new replacement sports facility at Sighthill.

"We won't know what we're facing until we start opening up the Royal Commonwealth Pool building," he said. "Construction inflation is also running at around six per cent. There are major cost risks, and it is time the administration stops trying to fudge the issue and deals with what it can deliver – otherwise Glasgow will host the diving competition."

In a report to councillors, council chief executive Tom Aitchison said there has been "general support" among residents for a refurbishment of the Royal Commonwealth Pool (RCP).

However he warned of "a substantial risk" that the construction costs could be "considerably higher than currently quoted".



The city's sport leader, Deidre Brock, added: "The lack of investment and lack of care for Edinburgh's sporting venues under Labour for over two decades has left those venues in a state of incredible disrepair. That lack of concern for Edinburgh and for the precious assets of this city is why the voters turned against Labour in May. It's going to take a long time to put things right, but we've started."

Bid Document to Commonwealth Games Federation stated that revamp of diving pool would be 100% funded by Scottish Government. Council only has to find a tiny amount to revamp pool, yet they are conveniently keeping this quiet in order to cash in on selling prime land at Meadowbank.

This was a Jerry built building in the first place. Why was it given "A" listed status? Anyone who has spent the last 38 years trying to get clothes out of the stupid concrete lockers, only to have them fall into the water trough thoughtfully placed directly under them will realise that this needs bulldozed and built properly, not refurbished. If it's not to be done properly, don't do it at all!

I would have thought Meadowbank is as important, if not more to Edinburgh people than the pool hosting the games ! Why should the many thousands of people who still use Meadowbank (even in its negelected state) miss out ? Fantastic to hear the tories continue to flog the "dead duck" that is Sighthill stadium, at least they have made their position clear which is more than many councillors have !

Who the hell was reponsible for all these buildings constructed in the 60' & 70's at vast cost which seem to have a life of only about 40 years.

Was it intended that they should only last for 40 years?

Is it going to be the same for current construction projects?

Think of Commonwealth Pool, Meadowbank and Portobello School not forgetting all the council houses which are being or have been demolished.

Not forgetting the bridge.

Given the figures published this week for the new bridge compared with the present one we had better start saving for a new Parliament Building for construction around 2045.

They and we are paying the price for the council refusing to let Tom Farmer redevelop Meadowbank. They sold the surrounding land for flats for the sake of barely £2m more.

Vol 2 Theme 8 states
Funding from Scotland's National and Regional Sports Facilities Programme, and the City of Edinburgh Council have been identified for upgrading the Royal Commonwealth Pool in Edinburgh, including further upgrading of its diving facilities to continue to meet international standards. This project is due to commence in 2009 and be completed for 2011 and will provide a modern, high standard competition venue for the diving programme with training facilities on-site. With a limited entry into the diving discipline and the absence of an international diving facility in Glasgow, the most cost effective provision is that already existing in Edinburgh. This decision has been supported by the International Governing Body for Aquatics, FINA.

Costed at £28,800,000 then later in the table below £29,630,000

100% funded by Scottish Executive for the permanent works, there seems to be .83 which is non oc temprorary works which C of E might have to fund.

AaronL you should read the evaluation report for the 2014 bid for the games. Issues were raised in regards to this pool by the Commonwealth Games Federation itself. Usually that is code words for look forward to
many cost surprizes.
In Regards to Fina well Hey The pool for Melbourne 2006 needed 1.5 million to host diving for the world aquatics championships this year barely 12 months after a Fina Sanctioned event Called the 2006 Commonwealth Games. with that one fact alone I say good luck even keeping a Tollcross Plan intact with Fina.

Fina by recent history is one of the most unreliable international federations to get a straight answer from . 2005 they pulled the world aquatics championship from
Montreal in the 9th hour because of Sponsorship Levels were nto to their liking. Fina Then tried to court the City of Long Beach California who bid on the 2005 World Aquatics Championships. The Pull of Fina from Montreal had that events chairman commit suicide. Long Beach turned down the offer to be the white knight because the city in 2003 lost its shirt on hosting the 2003 US Aquatics championships to determine the Team for Athens 2004.Montreal was re awarded the Championships after the governments made up the shortfall to the tune of 32 million dollars.

Fina seemed to allow Guyanan Diver Nicole Megan Farrow
To compete in Melbourne and then revoked her status in Rio De Janeiro for the Pan Am Games.No wonder they did because Nicole Megan Farrow is a Canadian Citizen who must have not made the Canadian Team . Still where was Fina for Melbourne ? Probably looking over the plans for the Fina World Aqautics Championships for Melbourne the next year.

He might have added ... "on the problems we set up for our successors, knowing that we would not be back in charge."

Cllr. Buchan says -
"There are major cost risks, and it is time the administration stops trying to fudge the issue and deals with what it can deliver – otherwise Glasgow will host the diving competition."

That may be the political objective, and it sounds fair to me.
