New general takes charge of Nato force

Afghanistan: General Stanley McChrystal, a four-star American general with a long history in special operations, took charge of US and Nato troops in Afghanistan today.
McChrystal took command from Gen David McKiernan in a ceremony at the Nato-led International Security Assistance Force's HQ.

Philippines: An MP frustrated by electoral fraud has filed a Bill to prevent dead people from voting. The names of the dead frequently appear on voters' lists.
